Job description

JOB PURPOSE:

The Program Manager is responsible for the oversight, coordination, and delivery of services within a recovery-oriented residential program aligned with Clinically Managed Low-Intensity Residential Services. This role ensures that residents receive trauma-informed, engagementfocused support services while maintaining compliance with funder requirements, and applicable regulatory standards.

The Program Manager supervises staff, supports service delivery, ensures quality documentation, and serves as the primary point of contact for the contracting agency and external partners.

ESSENTIAL JOB RESPONSIBILITIES:
โ€ข Monitor and supervise clients addressing their specific needs and reporting any
challenges to appropriate city or partner personnel via the chain of command
โ€ข Ability to manage budgets and monitor expenditures.
โ€ข Develop policies and procedures necessary to manage the shelter. Adhere to all
policies and guidelines set-forth by Endeavors and funders.
โ€ข Document all serious incidents, daily progress, changes in operations and activities in
a timely manner and in compliance with agency policies and procedures.
โ€ข Ensure local affiliated and non-affiliated workers are engaged to the fullest extent by
providing support, training, evaluation, and inclusion with the visiting workforce.
โ€ข Evaluate and provide appropriate development/mentoring opportunities for assigned
staff.
โ€ข Complete work performance evaluations for all staff in work unit, as appropriate.
Obtain technical review from the appropriate subject matter experts.
โ€ข Order supplies and equipment and request any support as appropriate.
โ€ข Develop and implement a daily schedule for all shelter residents.
โ€ข Promote an environment that eliminates discrimination, harassment or favoritism of
any sort and adheres to the zero-tolerance policy.
โ€ข Resolve staff conflicts and/or recognize when a conflict must be referred to a higher
level.
โ€ข Model appropriate behavior and treat all workers with respect and dignity at all times.
โ€ข Organize and facilitate staff meetings as appropriate.
โ€ข Seek guidance from supervisor as necessary and appropriate.
โ€ข Maintain a professional appearance and attitude.
โ€ข Follow and implement requests and directions received from supervisor.
โ€ข Support and implement decisions made by management.
โ€ข Monitor and support the quality of service delivery and morale of the workforce.
โ€ข Ensure program operations align with recovery-oriented service delivery expectations.Page 2
โ€ข Coordinate with clinical staff to ensure appropriate delivery of treatment, case
management, and peer support services.
โ€ข Monitor resident engagement, participation, and progression through program
phases.
โ€ข Oversee documentation quality, including case notes, service plans, and incident
reports to ensure compliance with agency and funder standards.
โ€ข Support implementation of trauma-informed and non-punitive approaches to resident
behavior and engagement.
โ€ข Other duties as assigned

ESSENTIAL QUALIFICATIONS:
EDUCATION: Bachelorโ€™s degree in Social Work, Sociology, Psychology, or related field of study,
preferred.
EXPERIENCE: 3+ years of experience in behavioral health, shelter operations, or residential
services, including at least 2 years in a supervisory role. Experience working with individuals
experiencing substance use disorders and/or co-occurring and vulnerable populations conditions
preferred.
ATTENDANCE: Must maintain regular and acceptable attendance at such level as is determined in
the employerโ€™s sole discretion.
LICENSES: Driverโ€™s License with clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel to various locations and with such frequency as the
business need dictates.
