Job Summary:

As the Outside Plant Construction Manager I, II, III, you will ultimately be responsible for managing outside plant (OSP) construction operations, leading construction crews, and ensuring projects are completed safely, on schedule, and within budget. You will coordinate field operations, customer communication, project planning, and workforce development while delivering high-quality construction execution. As the Outside Plant Construction Manager, your customers are telecommunications clients, project managers, field crews, and internal operations teams, and you will make meaningful contributions to the company's success through safety leadership, operational excellence, and quality project delivery.

Key Responsibilities (Including, but not limited to):

  • Manage and coordinate the daily activities of assigned construction crews.
  • Evaluate direct report performance, provide coaching, and support employee development.
  • Enforce company policies, procedures, and safety standards.
  • Administer corrective actions and maintain appropriate documentation related to employee performance.
  • Train and mentor Foremen to ensure successful project execution.
  • Coordinate project scheduling, material ordering, and construction activities with Project Managers.
  • Collaborate with customers regarding site coordination and project planning.
  • Order materials required for assigned projects.
  • Coordinate with administrative staff regarding crew timesheets, job documentation, and project setup.
  • Review and approve project invoices.
  • Ensure projects are completed safely, within budget, and on schedule.
  • Track project milestones, deliverables, and overall project performance.
  • Complete and approve daily production reports, map markups, work hour tracking, As-Builts, and project closeout documentation.
  • Conduct interviews and participate in hiring field personnel.
  • Additional responsibilities within functional scope based on business needs.

Required Qualifications:

Education, Licensing, and Certifications

  • High school diploma or equivalent.
  • Valid Driver's License with a clean driving record.

Experience

  • Proven experience managing, training, and supervising construction crews.
  • Experience with aerial or underground Outside Plant (OSP), FTTH, FTTx, and/or fiber splicing construction.
  • Experience coordinating construction projects, scheduling, and budget management.

Skills and Abilities

  • Ability to read and interpret blueprints, engineering drawings, specifications, and project documentation.
  • Strong leadership, organizational, and team management skills.
  • Excellent written, verbal, interpersonal, and customer communication skills.
  • Intermediate to advanced proficiency with Microsoft Excel, Word, scheduling software, HCSS HeavyBid, and related applications.
  • Ability to perform budgeting, estimating, cost analysis, percentages, ratios, and profit calculations.
  • Ability to read and interpret RFPs, contracts, financial reports, operating manuals, and safety regulations.
  • Ability to resolve customer concerns and effectively communicate with employees, customers, regulatory agencies, and leadership.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent attention to detail with the ability to manage multiple priorities and deadlines.

Preferred Qualifications:

  • CPR and First Aid Certification.
  • OSHA 30 Certification.
  • Additional experience in telecommunications construction management.
  • Experience leading large field construction teams.

Physical Requirements:

  • Ability to work indoors and outdoors in varying weather conditions.
  • Ability to maintain visual and audible awareness of personnel, equipment, and worksite activities.
  • Ability to work safely around heavy equipment and machinery.
  • Ability to lift and carry up to 50 lbs.
  • Ability to bend, squat, climb, kneel, push, pull, twist, and stand for extended periods.
  • Ability to wear required personal protective equipment (PPE), including safety boots, hard hats, safety glasses, and other required safety gear.
  • Ability to travel extensively as required for project assignments.
