Job description

Project Manager - VA HC IdM
Location: Remote within the US
EMKS is seeking a Project Manager to support the Department of Veterans Affairs (VA) Healthcare Identity Management (HC IdM) contract. The Project Manager will serve as the primary liaison between EMKS and Government stakeholders, ensuring contract compliance, managing project performance, overseeing budgets, and maintaining schedule adherence.
The successful candidate will lead efforts to identify, manage, and resolve potential duplicate records, identity trait data anomalies, and change and verification requests within the VA Master Patient Index (MPI) system. This role requires exceptional attention to detail, strong analytical and data management skills, and the ability to respond promptly and professionally to inquiries through various communication channels.
The Project Manager will also be responsible for developing and maintaining project documentation, compiling and submitting detailed performance metrics and status reports, coordinating contractor activities, and ensuring the implementation and maintenance of a comprehensive training program for contractor personnel.
Key responsibilities include:
  • Serve as the primary point of contact between EMKS and Government stakeholders.
  • Managing project schedules, deliverables, budgets, and performance objectives.
  • Ensuring compliance with all contract requirements, policies, and procedures.
  • Overseeing the resolution of duplicate records, identity data discrepancies, and verification requests within the VA MPI system.
  • Monitoring project metrics and preparing regular reports for Government review.
  • Coordinating contractor staff activities and ensuring adequate staffing levels.
  • Developing, maintaining, and administering contractor training plans.
  • Supporting continuous process improvement initiatives to enhance operational efficiency and service quality.
  • Providing corporate leadership with strategic direction for contract operations, ensuring alignment with EMKS organizational objectives and long-term growth initiatives.
  • Identifying opportunities for contract expansion, scope growth, and additional tasking while fostering strong relationships with Government stakeholders.
  • Supporting business development efforts, including opportunity identification, capture activities, proposal development, and transition planning for follow-on and related work.
  • Collaborating with executive leadership to develop growth strategies, strengthen customer relationships, and expand EMKS's presence within the Department of Veterans Affairs and other Federal agencies.
  • Representing EMKS in customer engagements, industry events, and strategic planning discussions to promote the company's capabilities and mission.

Core Responsibilities
  • Contract Compliance: Ensure strict adherence to government regulations, including the Federal Acquisition Regulation (FAR), agency-specific policies, and all requirements outlined in the Statement of Work (SOW).
  • Stakeholder Communication: Serve as the primary point of contact for Government stakeholders, including the Contracting Officer (CO), Contracting Officer's Representative (COR), and other designated officials.
  • Resource Management: Oversee contract scope, staffing, schedules, deliverables, and budgets, including forecasting, resource allocation, and funding management to ensure successful contract execution.
  • Risk Mitigation: Identify operational and programmatic risks, establish mitigation strategies, and facilitate routine project reviews, milestone assessments, and corrective action planning as needed.
  • Team Leadership: Lead and manage contractor personnel, subcontractors, and external partners to ensure timely and successful delivery of all contract requirements.
  • Performance Management: Monitor contract performance, track key performance indicators (KPIs), and develop reports and metrics for Government review.
  • Corporate Leadership: Provide leadership and strategic direction for contract operations while ensuring alignment with EMKS corporate objectives, values, and long-term growth initiatives.
  • Contract Growth: Identify and pursue opportunities for contract expansion, additional task orders, and scope growth while maintaining strong relationships with Government stakeholders.
  • Business Development: Support capture, proposal, and business development activities by identifying opportunities, contributing subject matter expertise, and assisting with growth strategies for follow-on and related contracts.
  • Customer Relationship Management: Foster strong customer relationships through proactive communication, responsiveness, and a commitment to mission success and exceptional service delivery.
  • Process Improvement: Continuously evaluate and improve operational processes, workflows, and training programs to enhance efficiency, quality, and customer satisfaction.

Additional Duties and Responsibilities
  • Perform analytical tasks to collect, analyze, and present data in support of contract objectives and reporting requirements.
  • Support the development of briefings, presentations, training materials, and reports for Government and internal stakeholders.
  • Work independently while managing and supporting the work efforts of assigned team members.
  • Contribute to day-to-day contract execution while balancing customer engagement and corporate responsibilities.
  • Develop and maintain performance metrics, status reporting, and executive-level deliverables.
  • Support process improvement initiatives to enhance efficiency, quality, and service delivery.
  • Assist with customer relationship management, opportunity identification, and business development efforts in support of contract growth.
  • Participate in meetings, reviews, and coordination activities with Government stakeholders, subcontractors, and internal leadership.
  • Perform additional duties as assigned in support of contract execution and organizational objectives.

Required Qualifications:
  • Bachelor's degree in business, healthcare management, or related field.
  • Experience in Identity Management and/or Data Management.
  • Minimum of 3 years of Project management experience on projects with 25+ personnel and a minimum annual value of $2.5M
  • Federal Healthcare project management experience
  • Project Management certification and/or diploma

Preferred qualifications:
  • Registered Health Information Administrator (RHIA) preferred
  • PMP certification preferred
  • VA contract management or lead experience preferred

Clearance:
A minimum of Tier 2 clearance is needed, which requires a Background Investigation. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
