Volunteers of America National Services (VOANS) is seeking a Senior Development Director, Affordable Housing. The Senior Development Director is responsible for leading a deal team on executing all functions of development of affordable housing with a focus on financial analysis, due diligence, policy research, site selection, entitlements, and overall management of the development team/process from inception through permanent loan conversion, 8609’s and hand off to asset management. Location: Remote (Position is based in the VOANS key market of Texas) *Familiarity with Texas affordable housing marketing is a plus.

 

Schedule: Monday-Friday 8:00 AM-5:00 PM 

 

Salary: $140,000-$150,000

Key Responsibilities:

Strategy Development
•Work with the VP of Real Estate Development, Texas and others to determine the strategic direction in geographic target areas and specific opportunities within those areas.
•Work with VOA Affiliates in the geographic areas to determine their strategic areas of focus and how VOANS housing development can assist them in meeting their goals.
    Pre-Development & Closing Phase
    •Develop and maintain strategic relationships with elected officials, brokers, other developers, property owners, city staff, and other key stakeholders.
    •Research affordable housing policy and local funding sources for opportunities.
    •Track market trends, comparable properties, competitive landscape, and other local affordable housing dynamics.
    •Source land opportunities, recommend sites for development, and negotiate Letters of Intent/Purchase& Sale Agreements with brokers/owners.
    •Lead the internal team and outside consultants including architect, engineer, environment, market analysts, and other consultants to complete due diligence, design, and permitting.
    •Perform financial analysis using Microsoft Excel.
    •Lead rezoning efforts to obtain entitlements where necessary.
    •Lead and complete financial applications for various funding sources including tax credits, tax exempt bonds, project-based vouchers, CDBG funds, tax exemptions, local soft funds, and other sources.
    •Engage and direct legal counsel (internal and external) in the formation of new entities, closing documents, board resolutions, and other documents.
    •Manage equity and debt relationships – interfacing with external partners.
    •Prepare DRC/RELC/VOANS board applications and present them to DRC/RELC committees for internal project approvals.
    •Lead application and closing processes including equity, debt, soft funds, and due diligence closing checklists through closing.
    •Complete development close-out requirements through permanent loan conversion/8609’s.
    •Lead responses to RFPs and RFQs.
    •Look for partnership opportunities with other developers/housing authorities when strategically beneficial.

    Construction & Development Close Out Phase
    •Manage construction, in conjunction with the Construction Manager/In-House Architect/Owner’s Representative, in directing the architect and contractor during the construction and warranty period.
    •Oversee construction loan, equity, and soft funding partner draws in conjunction with the accounting team.
    •Provide direction and guidance, and facilitate the transition from development to operations for the interdepartmental team including property management, accounting, asset management, and local affiliate staff, among others.
    •Organize and execute groundbreaking and grand opening events, including providing direction and guidance to the communications team, directing local affiliate staff, vendors, media, and local politicians.
    •Work with accounting, asset management, and compliance to assure funding compliance requirements are completed on time.
     

    Qualifications

     

    Education:

    •Bachelor’s degree required with graduate degree preferred.
    •At least eight (8) years’ related experience and/or training; or equivalent combination of education and experience in affordable housing real estate development and housing finance.
    •Experience having led project teams and closed at least one (1) LIHTC transactions preferred.
    •Excellent project management skills and experience.
    •Ability to work independently and keep flexible hours. Ability to travel is required, up to 15% of time.
