Job description

POSITION OVERVIEW

The Testing Manager supervises a team of test specialists and manages complex, state-of-the-art test programs supporting the Defense Logistics Agency's Enterprise Engineering Division. This role translates complex program requirements into testable objectives; analyzes and recommends test cycles, test plans, security reviews, and detailed test objectives; develops overall test strategy including objectives, methodologies, analysis, and schedules; independently assesses system performance against stated requirements; applies test discipline to design a thorough and executable test program; and leads analysis efforts to dissect output data, interface with the client, and provide clear results and recommendations. The position provides overall test management and technical leadership for automated testing at the enterprise level, develops enterprise-wide testing standards and governance frameworks for Government approval, and leads the integration of automated testing into DevSecOps pipelines and the application of artificial intelligence and machine learning to testing processes. This position is performed off-site with periodic on-site meeting support in the Washington, DC metropolitan area. This position requires an active Secret Clearance. 


DUTIES AND RESPONSIBILITIES

  • Supervise a team of test specialists and manage complex, state-of-the-art test programs, managing and working effectively with diverse organizations and personalities to execute a successful test program
  • Translate complex program requirements into testable objectives and apply use cases and user stories to create test cases
  • Analyze and recommend test cycles, test plans, security reviews, and detailed test objectives
  • Develop the overall test strategy including objectives, methodologies, analysis, and schedules, and apply complex test methodologies while compensating for limitations and restrictions
  • Independently assess system performance against stated requirements and apply test discipline to design a thorough and executable test program
  • Lead analysis efforts to dissect output data, interface with the client, and provide clear results and recommendations
  • Provide overall test management and technical leadership for automated testing at the enterprise level, including development of the enterprise automated test strategy
  • Plan and oversee complex test programs, ensuring end-to-end testing and alignment with acquisition Milestones A, B, and C and into Full Operational Capability and sustainment
  • Develop and recommend enterprise-wide testing standards, processes, and governance frameworks for Government approval, and assist in monitoring the implementation of approved standards
  • Drive continuous improvement of testing processes and support the integration of automated testing into DevSecOps pipelines
  • Lead research, development, and implementation of artificial intelligence and machine learning capabilities to enhance and automate testing processes
  • Review the Test and Evaluation Master Plan and provide the Program Management Office with recommended updates in accordance with departmental directives; examine the plan at each acquisition milestone using current regulations, directives, and industry best practices; identify and provide the latest template for PMO use; and align the review with guidance for automation efforts
  • Provide technical support to existing and new Integrated Product Teams and Working-Level Integrated Product Teams, and provide input to material presented to the Testing WIPT and Overarching IPT
  • Maintain communications with DLA customers and serve as a liaison with Program Management Offices, the Chief Technology Officer, Program Executive Offices, and industry partners
  • Ensure all testing activities adhere to the DoDI 5000 series, the Adaptive Acquisition Framework guidebooks, the Interoperability Process Guide, and other applicable departmental and DLA policies
  • Oversee interoperability certification required by the Joint Interoperability Test Command
  • Design defect tracking strategies at the enterprise level to track pre-production software defects and testing-related activities for management awareness
  • Communicate technological trends, market research, and implementation results through briefs, white papers, project plans, requirements documents, and presentations to leadership, and provide a Train-the-Trainer approach


QUALIFICATIONS

  • Active Secret Clearance 
  • Five (5) years of relevant experience
  • Experience testing software applications, including system, regression, acceptance, end-to-end, performance, and automation testing
  • Experience supervising a team of test specialists and managing complex, state-of-the-art test programs
  • Experience translating complex program requirements into testable objectives
  • Experience analyzing and recommending test cycles, test plans, security reviews, and detailed test objectives
  • Experience in an Agile environment, with knowledge of System Operations, Engineering, and DevOps integration
  • Experience developing and maintaining test cases using designated automated test tools
  • Detailed familiarity with commercial test environments and operating procedures
  • Relevant certification from a nationally recognized technical authority
  • Excellent written and verbal communication and presentation skills
  • Preferred: experience supporting Business Capability Acquisition (BCAT) programs; UiPath RPA, ServiceNow ATF, Microsoft Power BI, and Citizen Development experience; familiarity with the DoDI 5000 series and the Adaptive Acquisition Framework
