Annual Salary Range: $105,000 - $120,000

LTS is seeking a Technical Product Manager to support the OI&T Health Informatics Product Line - Clinical Informatics & Data Management (CIDM) at the Department of Veterans Affairs. The Technical Product Manager owns the Product Roadmap for JLV and serves as the strategic leader responsible for customer alignment, feature prioritization, business value delivery, and roadmap adherence across the product lifecycle. TPM partners closely with all team members and stakeholders to ensure vision is translated into executable work and delivered effectively aligning to VA goals.

What You'll Do:

  • Own and continuously refine JLV's Product Strategy, Vision, and Roadmap.
  • Conduct frequent meetings with clinicians, business owners, and end users to gather insights and understand needs.
  • Represent the product across VA interoperability discussions.
  • Maintain, prioritize, and refine the Product Backlog; ensure alignment to roadmap and evolving customer needs.
  • Apply WSJF prioritization for features; negotiate across business, technical, and architectural partners.
  • Ensure every feature has a clear benefit hypothesis and acceptance criteria.
  • Translate cross functional requirements into epics that can be delivered within one Program Increment.
  • Partner with all team members and stakeholders to ensure backlog readiness, sequencing, and capacity balancing.
  • Support continuous delivery flow through program and team backlogs.
  • Present product vision, roadmaps, and milestones during PI Planning.
  • Participate in or lead, PI planning, System Demos, Inspect & Adapt sessions.
  • Maintain product artifacts: user flows, journey maps, release notes, roadmaps, and decision logs.
  • Ensure product activities align with VA policy, budget constraints, and strategic modernization goals.
  • Integrate ISO responsibilities when applicable (security, compliance, risk alignment) referencing enterprise guidance.

What We Are Looking For:

  • Bachelor's degree in business, Engineering, or a related technical discipline; or 10 years of relevant experience in lieu of degree.
  • 15 years in IT/software product management including experience driving product strategy, roadmap execution, backlog management, and customer centric feature delivery.
  • Hands on experience across the SDLC using Agile/SAFe methods, with strong exposure to prioritization, stakeholder communication, and value-based decision making.
  • Strong facilitation and executive ready verbal/written communication.
  • Proven planning, prioritization, and time management across multiple concurrent products or initiatives.
  • Proficiency with MS Office (Word, Excel, PowerPoint), SharePoint, and Teams; familiarity with Jira (epics/stories, workflows, dashboards).
  • Analytical, detail oriented; produces accurate, high quality deliverables.
  • Experience with governance, performance metrics/AQL tracking, and program level reporting.
  • Servant leadership, stakeholder engagement, and conflict management skills.
  • Ability to document requirements and recommend practical, customer focused technical and product management approaches.
  • Understanding of VA Healthcare IT products/processes, including exposure to VA/EHR interoperability environments where applicable.

  • Jira: Advanced user proficiency with Jira Software (boards, epics/stories, workflows); strong JQL for queries/filters and dashboard creation with gadgets/reports

  • Lean/Lean Six Sigma: Exposure to process improvement tools and techniques.
  • VA/EHR Ecosystem: Experience with VA environments (e.g., VistA), REST APIs, and InterSystems products (Cache, IRIS, FHIR ODS, HealthShare/Health Connect).
  • Tooling: GitHub and Visio; experience with SNOW for intake/change workflows.
  • Cloud: Exposure to cloud hosted software projects (e.g., AWS).

  • AI: General Understanding of Agentic AI concepts and how autonomous AI Agents can support workflow automation and decision making.
