We areย seeking an experienced Regulatory Counsel toย focus onย the company's domestic and international telecommunications regulatory strategy in support of a rapidly growingย globalย Low Earth Orbit (LEO) satellite constellation. This attorney willย adviseย executive leadershipย andย regulatory,ย engineering, business development,ย product,ย andย operationsย teamsย on complex regulatory matters involving satellite communications, spectrum management, licensing, and international market access.ย
The successful candidate will serve asย anย advisor on matters before the Federal Communications Commission (FCC), while coordinating with international regulators, the International Telecommunication Union (ITU), foreign telecommunications authorities, and U.S. government agencies, including the Department of Defenseย (DOD)ย and National Telecommunications and Information Administration (NTIA).ย
The ideal candidateย hasย experience with commercial LEO constellations, satellite broadband systems,ย radioย spectrum, andย navigating both domestic andย internationalย regulatory environments.ย ย ย
This positionย willย beย locatedย onsiteย in Arlington, Texas, orย beย remoteย in the Washington, D.C. areaย and will report to the General Counsel or Head of Regulatory and Government Affairs.
What you will do
Lead preparation and filing of applications, petitions, comments,ย replyย comments, waivers, requests for special temporary authority (STA), experimental licenses, earth station authorizations, and related pleadings before the FCC.ย ย
Monitor FCC proceedings affecting satellite services, spectrum policy, Direct-to-Device (D2D), Supplemental Coverage from Space (SCS), non-geostationary satellite systems (NGSO), mobile satellite service (MSS), fixed satellite service (FSS), and emerging commercial space regulations.ย ย
Analyze FCC Notices of Proposed Rulemaking (NPRMs), Orders, Public Notices, and enforcement actions.ย ย
Provideย practical legal advice to engineering,ย operations, product,ย regulatory, and business developmentย teams.ย
Required qualifications
5+ย years ofย substantiveย experienceย inย telecommunications law/policy, either in private practice,ย in-house, or government service.ย ย
Demonstratedย expertiseย withย the Communications Act, FCC Rules,ย ITU Radio Regulations, satellite/spectrumย licensing frameworks,ย and foreign market access.ย ย

The estimated base salary range for this role is $200,000-$250,000 per year. The estimated range is meant to reflect an anticipated salary range for the position in question, which is based on market data and other factors, all of which are subject to change. Individual pay is based on location, skills and expertise, depth of relevant experience, and other relevant factors.
