Job description

Sparks Group, partnered with a renowned forward-thinking government contractor seeking a meticulous and analytical Contracts/Subcontracts Administrator. The candidate will support the full lifecycle administration of federal and commercial contracts and subcontracts, including proposal support, contract negotiation, compliance, post-award administration, and risk management. This role works closely with Program Management, Finance, Legal, and Business Development to ensure successful contract execution and regulatory compliance. The ideal candidate is a proactive and detail-oriented professional with strong knowledge of government contracting, excellent negotiation and communication skills, and the ability to manage multiple priorities while providing sound business judgment in a fast-paced environment. Key Responsibilities

  • Administer government and commercial contracts and subcontracts throughout the full lifecycle, from proposal support through closeout.
  • Draft, review, negotiate, and manage subcontracts, NDAs, teaming agreements, consulting agreements, modifications, and related contractual documents.
  • Develop and issue RFPs, evaluate supplier proposals, conduct price/cost analyses, and negotiate favorable pricing and contract terms.
  • Ensure compliance with FAR, DFARS, prime contract flow-down requirements, and internal policies while identifying and mitigating contractual risks.
  • Partner with Program Management, Finance, Legal, Business Development, and technical teams to resolve contract issues and support successful program execution.

Key Requirements

  • Minimum 5 years of experience administering federal government contracts and/or subcontracts in a government contracting environment.
  • Strong working knowledge of FAR, DFARS, subcontract negotiations, contract administration, and price/cost analysis.
  • Demonstrated experience negotiating terms and conditions, NDAs, teaming agreements, subcontract documents, and contract modifications.
  • Bachelor's degree required (or equivalent combination of education and 10+ years of relevant contracts/subcontracts experience); eligible to obtain a U.S. Security Clearance.
  • Excellent communication, negotiation, and stakeholder management skills with the ability to support cross-functional teams in a fast-paced environment.
  • Ability within commuting distance of Wichita, KS; Lawton, OK; or Round Rock, TX.

Preferred Qualifications

  • Experience supporting IT, cybersecurity, R&D, engineering, or technical services contracts.
  • Familiarity with OTA, consortium-based, research, or university-supported contracting environments.
  • Knowledge of intellectual property (IP) clauses, claims management, dispute resolution, and complex contractual issue resolution.
  • Experience working with government-funded research programs, universities, or research institutions.
