The Public Section Right of Way (ROW) Agent is responsible for managing and overseeing the legal and logistical processes involved with acquiring, maintaining, and managing rights of way for public infrastructure projects, such as roads, utilities, pipelines, and railroads. The role is crucial in ensuring that public projects proceed smoothly without legal conflicts or disruptions related to land use and access. The Public Sector Right of Way Agent plays a crucial role in the efficient and lawful execution of public infrastructure projects by handling land access, legal paperwork, negotiations, and coordination between various parties. This helps ensure that projects proceed without unnecessary delays or legal complications.
Essential Tasks and Responsibilities
  • Acquiring Right of Way:
    • Negotiating Land Access: ROW agents negotiate with landowners to obtain permission to use their land for public projects. This can involve compensation discussions, easements, and ensuring the landowner's rights are respected.
    • Acquisition of Easements: They acquire temporary or permanent easements, which give public entities the right to access land for specific purposes, such as constructing roads or installing utilities.
  • Landowner Communication:
    • Working with Property Owners: ROW agents serve as the primary point of contact for property owners, explaining the purpose of the project and working to address concerns or disputes related to land access.

Job Requirement
  • Must have Texas Real Estate License
  • Must obtain IRWA Negotiator certification (RWA) within two years of hire. Must obtain IRWA Relocation Certification (R/W-RAC) within three years of hire.
  • Ability to work autonomously and to collaborate fully as a team player.
  • Ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Ability to work in a team environment and willingness to assume additional or new responsibilities readily.
  • Ability to maintain regular attendance as per work schedule agreed with manager (may require working an adjusted work schedule based on project assigned and work overtime if warranted).
  • Ability to comply with applicable laws and regulations and Company policies and procedures

Work Environmental and Physical Demands
  • May work in an office, hybrid or fully remote.
  • Is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms, and talk or hear.
  • Is occasionally required to stand, walk, stoop, kneel, or crouch.
  • Is occasionally required to lift and/or move up to 25 pounds.
  • Specific vision abilities include close vision, distance vision, color vision, and the ability to adjust focus.
