Job Summary
The Proposal Manager will join a growing and dynamic Business Development team and be responsible for leading and developing compliant, high-quality solicitation responses for State, Local, and Education (SLED) and commercial clients.
This role will focus on opportunities across transit agencies, counties, municipalities, and private sector organizations. In addition to drafting and editing proposal content, the Proposal Manager will manage the full proposal lifecycle including kick-off meetings, compliance reviews, content development, coordination with cross functional contributors, and final production for timely submission.
This role requires strong attention to detail, deadline management, and experience working in structured government procurements, including responding to RFP's RFQ's, and related solicitations.
Primary Responsibilities
The specific responsibilities include, but are not limited to the following:
  • Lead the end to end development of proposals across SLED and commercial opportunities, including large scale and complex pursuits
  • Develop and manage proposal schedules, ensuring alignment across operations, finance, HR, and executive leadership
  • Drive capture and proposal strategy discussions to align messaging with client priorities, operational capabilities, and win themes
  • Tailor responses to reflect client specific needs across diverse environments
  • Ensure all submissions are fully compliant, professionally formatted, and aligned with company standards and branding
  • Participate in presentation strategy sessions, contributing to storyboard development, messaging alignment
  • Support post submission activities, including coordinating responses to client clarification requests and follow up questions
  • Maintain accurate opportunity and proposal data within CRM platforms such as Salesforce
  • Support continuous improvement by participating in debriefs, analyzing feedback, and strengthening future proposal strategies
  • Provide additional writing, editing, and project support as needed

Qualifications
  • Bachelor's degree, can be swapped for additional years of experience in proposal development
  • 3+ years of direct experience in proposal development in a service industry
  • Strong understanding of SLED and commercial evaluation methodologies,
  • Ability to manage multiple concurrent deadlines in a fast-paced environment
  • Strong interpersonal, communication, and leadership skills
  • Proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, and CRM Platforms such as Salesforce
