Position Summary

As the Manager, Project Management (individual contributor), you will function as a Business Analyst supporting delivery and execution within Plan Sponsor Services (PSS) for Government Programs, with a focus on Enrollment, Billing, and Correspondence capabilities. You'll work as part of cross-functional teams operating within a Scaled Agile Framework (SAFe) to help deliver compliant, scalable, and efficient technology solutions that support business operations and enhance the member experience.

You'll collaborate closely with business and technology stakeholders to gather, analyze, and document requirements, and translate strategic priorities into actionable user stories and functional specifications. You will play a key part in ensuring the successful implementation of initiatives impacting enrollment, billing, and correspondence-related systems.

Responsibilities include:

Delivery & Execution

  • Supports various roles within a scrum team, such as Business Analyst, Systems Analyst, Process Analyst, or Testing Analyst.
  • Performs analysis and translates business needs to create high-quality Business Requirements within required time frames to solve complex problems (multiple interfaces with other systems within a business unit) considering all impacted components from an end-to-end perspective.
  • Translates strategic objectives into actionable plans, user stories, and delivery roadmaps.
  • Coordinates across upstream and downstream systems to ensure end-to-end delivery outcomes.
  • Performs data analytics using SQL / PLSQL at an intermediate level.
  • Develops business workflow diagrams.
  • Contributes to the review of Test Plans and Test Execution strategies.
  • Participates in collaborative system and data design sessions with the user community, technical architecture resources, and development resources.
  • Completes project activities on time and within budget, and proactively identifies and communicates issues that may jeopardize milestones or project budget to the Project Manager / Product Owner.
  • Adheres to SDLC or AGILE project management methodology by utilizing internal procedures and tools and identifying areas for methodology improvement.
  • Develops Product Overviews, FAQs, Glossaries, system training materials, and system user documentation to support implementation activities.
  • Supports the Product Owner with other Scrum Team tasks (hosts / facilitates meetings, taking detailed notes, completes analysis / research).

Operational Support & Continuous Improvement

  • Identifies process inefficiencies and drives improvements across enrollment, billing, and correspondence workflows.
  • Adheres to operational processes, including release management and change governance.
  • Supports implementation and configuration activities in coordination with engineering teams.

Stakeholder & Cross-Functional Collaboration

  • Partners with business teams, product owners, analysts, and technology teams to align on requirements and priorities.
  • Communicates status, risks, and outcomes to stakeholders in a timely and transparent manner.
  • Facilitates cross-team coordination to resolve dependencies and drive decision-making.
    Supports integration of vendor or third-party solutions as needed.

  • Experience in program and/or project management.

Preferred Qualifications

  • Experience within Plan Sponsor Services or Government Programs operations.
  • Experience supporting Enrollment, Billing, or Correspondence platforms.
  • Familiarity with Oracle databases and/or PL/SQL.
  • Background in operations, reporting, or correspondence processes.

  • Bachelor's degree or equivalent combination of education and experience.

Pay Range

The typical pay range for this role is:

$60,300.00 - $145,860.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
