Job description

Description of Duties
• Serve as a key contributor within the UBOS Program Management Office (PMO), supporting a complex Tolling Back Office program.
• Define, implement, govern, and streamline software delivery methodologies across complex, multi-team technology programs.
• Focus on delivery framework design, execution rigor, tooling enablement, and data-driven insights, ensuring consistency, predictability, and transparency across large-scale software initiatives.
• Work closely with program leadership, project managers, product owners, engineering teams, and other team members to optimize delivery outcomes.
• Define, implement, and continuously improve PMO methodologies supporting complex software delivery across waterfall, agile, and hybrid environments.
• Establish & maintain delivery standards, playbooks, templates, and governance frameworks aligned to PMBOK, Agile, and enterprise PMO best practices.
• Provide hands-on training and guidance to project team members on applying delivery methodologies effectively at scale.
• Partner with Scrum Masters to translate PMO methodology into actionable guardrails-coaching on Definition of Done, sprint goals, and release criteria-so team deliverables are complete, traceable, and approved through the program's execution playbook.
• Design and govern software delivery lifecycle models, including intake, planning, execution, release management, and operational transition.
• Serve as a subject matter expert for Azure DevOps (ADO), establishing best practices for:
o Work item hierarchy and traceability
o Backlog management and iteration planning
o Dependency tracking and cross-team alignment
o Dashboard, Delivery metrics, and reporting
• Audit, assess, and enforce adherence to PMO and software delivery methodologies by conducting regular delivery health checks, artifact reviews, and governance assessments; identify gaps, risks, and non-compliance, and work with delivery leadership to drive corrective actions and continuous improvement.
• Leverage Power BI to design and maintain executive-level dashboards and analytics, providing insights into delivery health, throughput, predictability, risks, and trends.
• Define and standardize delivery metrics (e.g., velocity, throughput, cycle time, predictability, milestone performance, sprint estimations, and resource utilization) and ensure consistent reporting across programs.
• Support program planning and forecasting by integrating schedule, backlog, and delivery performance data.
• Facilitate delivery governance forums, cadence reviews, and executive briefings using data-driven insights.
• Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process and tooling improvements.
• Support change management and adoption of new delivery practices, tools, and standards across the organization.
• Partner with technology and business leadership to ensure delivery methodologies align with enterprise architecture, operational readiness, and compliance requirements.
• Fully document all created work associated with this position, including technical and functional designs and diagrams, test plans, test scripts, impact analysis reports, lessons learned, best practices for others to follow, plus any other documentation as required by the Commission. This documentation shall follow the format and / or templates as instructed by the Commission.
• Develop and maintain a productive working relationship with technology staff, business owners, project sponsors, vendors, and key clients.
• Lead and participate in project team activities for system work efforts related to enterprise systems.
• Adhere to and follow all The Commission standards, policies, and procedures.
• Perform tasks and other duties as related to this position and role and assigned by the Commission.
Required Skillset
• Demonstrated deep expertise in PMO methodology, complex software delivery, delivery tooling and the hands-on ability to collaborate effectively across multiple teams and projects.
• Prior experience in establishing Methodology for SAP BRIM implementation project.
• Prior experience in establishing Methodology for Microsoft Dynamics implementation project.
• PMO & Software Delivery Expertise
o 10+ years of experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives.
o Proven expertise designing and governing PMO methodologies for large, multi-team software programs.
o Strong hands-on experience delivering in Agile, Waterfall, and Hybrid environments.
o Demonstrated ability to scale delivery practices across multiple teams, vendors, and workstreams.
• Tooling & Data
o Expert-level experience with Azure DevOps (ADO), including:
§ Work item configuration and governance
§ Backlog, sprint, and release management
§ Dependency and cross-team planning
§ Reporting and analytics
o Expert-level experience with Power BI, including:
§ Data modeling and transformation
§ Dashboard and report design
§ Executive-level delivery and portfolio reporting
§ Integration with ADO and other delivery data sources
o Strong ability to translate delivery data into clear, actionable insights for leadership.
• Leadership & Communication
o Demonstrated ability to translate complex PMO and software delivery methodologies into clear, practical guidance that can be understood and adopted by stakeholders with varying levels of technical and delivery experience, from engineers to executive leadership.
Education & Certifications
o Bachelor's degree in Information Technology, Information Systems, Business Management, Engineering, or a related field (or equivalent experience).
o Lean Agile or Delivery Excellence certifications
