POSITION OVERVIEW:
The Director, PMO is the enterprise leader responsible for establishing, standardizing, and enforcing project controls, governance, and portfolio visibility across QGS federal and commercial programs. This role ensures project execution operates within a disciplined, scalable, and audit-ready framework aligned with QGS's Acquire-Comply-Execute delivery model.
The Director, PMO owns the system of execution-schedule integrity, cost controls, stage-gate compliance, forecasting accuracy, risk visibility, and portfolio-level reporting-while partnering closely with Project Delivery leadership to drive predictable outcomes and margin protection.
What You'll Do
  • Lead and enforce enterprise project controls standards across all programs, including baseline schedules, forecasting methodologies, cost controls, earned value (as applicable), and change management processes to ensure predictable execution and margin protection.
  • Design, implement, and manage stage-gate governance aligned with the Acquire-Comply-Execute model, including Authorization to Proceed (ATP) workflows, Delegation of Authority integration, and documentation completeness to maintain audit-ready operations.
  • Provide executive-level portfolio visibility through standardized dashboards, trend analysis, and early-warning indicators that surface schedule, cost, compliance, and risk issues before performance degradation occurs.
  • Oversee disciplined adoption and governance of enterprise PMO tools, ensuring data integrity, eliminating shadow systems, and maintaining reporting consistency across regions.
  • Lead and develop a high-performing PMO team, including project controls professionals and business intelligence analysts, fostering accountability, analytical rigor, escalation discipline, and continuous improvement in a matrixed federal contracting environment.
  • Partner cross-functionally with Project Delivery, Finance, Legal, Procurement, and Operations leadership to ensure forecasting alignment, risk transparency, and compliance with FAR/DFARS and federal contracting requirements.
  • Maintain schedule flexibility to meet business demands, including extended hours as necessary to support enterprise operational priorities, and perform additional duties as assigned.

What You'll Bring
Required Education and Experience:
  • Bachelor's degree in Construction Management, Engineering, Business Administration, or related field.
  • 10+ years of progressive experience in project controls, PMO leadership, or complex infrastructure / federal contracting environments.
  • Demonstrated experience implementing enterprise project controls frameworks and governance structures.
  • Strong working knowledge of scheduling, cost forecasting, risk management, and executive portfolio reporting.

Preferred Education and Experience:
  • Experience in DOE, DoD, or other federal agency contracting environments.
  • Experience building or maturing a PMO within a growing organization.
  • Familiarity with DCAA audit environments and FAR/DFARS implications on project controls.

Preferred Licenses/Certifications:
  • PMP, PgMP, and/or PfMP certification(s).
  • Primavera P6 certification or advanced scheduling credentials.

SUPERVISORY RESPONSIBILITIES:
Supervises PMO personnel including project controls professionals, schedulers, and analysts (anticipated 3-8 direct reports as organization scales). Has hiring and performance management responsibilities.
