Department OverviewThe USMC program office and end users responsible for the sustainment and expansion of the West Region Infrastructure LMR ASTRO System require a specialized individual to help support their daily operations. This entails the operation, support, upgrade, protection, and administration of these systems.
Job Description
The Program Manager holds a critical role in overseeing the comprehensive West Region Infrastructure LMR System. This position encompasses a wide range of responsibilities, including but not limited to managing program personnel and support staff, collaborating with Motorola Sales team members, handling pre and post-sale opportunities and proposals, overseeing the program budget and costs, and providing leadership and direction to Engineers, System Managers, Technologists, Cybersecurity Leads, Customer Service Managers, Quality Managers, Safety Managers, and Configuration Management personnel. The Program Manager also plays a vital role in ensuring adherence to DoD change management processes, overseeing Project Managers and global projects, managing system upgrades, coordinating with administrative personnel, and effectively communicating and coordinating with customers, partners, the USMC, other branches of the DoD, as well as, internal Motorola personnel and leadership. Serving as the primary point of contact for the USMC system and the supporting USMC PMO, this position requires a high level of professional experience in executive management, managing large enterprise IT systems, and working with substantial agencies or organizations. Key skills for success in this role include excellent planning capabilities, prioritization of tasks and responsibilities, adept delegation, exceptional interpersonal communication skills, and proficiency in various other areas. The Program Manager's contributions are instrumental in the successful implementation and management of the WRI LMR ASTRO System, ensuring efficient operations and effective collaboration across all stakeholders. Knowledge of the Motorola ecosystem is ideal as this role will be the Gatekeeper for all ecosystem opportunities in this space. Preference will be given to applicants in the Western Region.
  • Program Manager position is responsible for the management, oversight and overall administration of the ASTRO System which supports the USMC Enterprise LMR system, E911 systems and MBR radios globally.
  • Oversee and ensure that all contract requirements are met, the systems are maintained at required operational levels and general operation of the entire business.
  • Responsibilities include personnel management, budgeting and budget administration, business operations, daily communications both internal within Motorola Solutions, Motorola partners, the USMC and other external customers.
  • Manage supply chain and logistics, strategic planning, customer service, contract management.
  • Oversee break-fix on the system, preventative maintenance, planning and overseeing all system upgrades and engineering tasks.
  • Development of policies, SOP's and other written reports, briefings and directives, attending all internal and external meetings and overall responsibility for every aspect of program management, contract management, and meeting all internal and external goals and milestones.
  • Deliver executive experience with written communications, reports, briefings, creating and maintaining appropriate documentation, problem identification, analysis and resolutions, excellent multi tasking skills, business operations planning and administration
  • Responsible for leading and ensuring system lifecycle planning, to include hardware, software, and operational data maintenance.
  • Oversee, lead and direct all logistical planning, change administration and management, preventative maintenance of hardware and software, meeting and maintaining DoD Cybersecurity compliance including Information Assurance Vulnerability Alert (IAVA) compliance and patch management, vulnerability scanning and benchmark testing for the USMC systems when required.
  • Administer, direct and responsible for system currency, integration of information security for continuous monitoring, system testing, system implementation, updates and support, response and resolution of service calls to provide end to end life cycle sustainment support, management of software licenses and software currency, central monitoring for real-time health and status of the system, equipment repair, asset and configuration management, password management, contract management, auditing and quality assurance, customer relationships, planning and implementation of worldwide System Upgrades, successful development, submission and approval of all CDRL's and DED's, approval of Installation Design Plans or similar documentation, approval of system and personnel schedules, actions, requests, hiring and developing, approving and managing employee performance expectations.
  • Responsible for the successful management of all Motorola projects worldwide that connect to the USMC systems including systems integration projects, service projects and others. Projects include system expansions and upgrades. Upgrades to Dispatch Centers, addition of new sites and other major worldwide projects.
  • Responsible for approval of all schedules, budgets, invoicing, documents, personnel, directing all work, tasks, contract compliance, ATP's, SOVT's, equipment ordering and manufacturing, overseeing project managers and successful management and conclusion of all projects. Responsible for converting all projects to full time sustainment support under this program after project completion.
  • Ensure that the program strategic plan and goals support and adhere to Motorola strategic goals and objectives, ensure these are clearly communicated to all team members and the program supports these goals and objectives to achieve organizational success.
  • Work and coordinate daily with Sales to coordinate tasks, responses and strategic direction for the program, as well as, identifying sales opportunities.
  • Participate in proposals for the USMC, ensuring consistent customer pricing, identifying risks, ensuring all contract requirements are met within the proposal, including approvals, documentation, CDRLs, Information Assurance requirements, engineering design, schedules, resources, and ultimately approving the proposal before it goes to the customer.
  • Participating in any Engineering Change Board Processes, including submitting all change requests, other required documentation and artifacts, following established procedures, developing and submitting schedules, topography and providing detailed information on system changes.
  • Responsible for daily, weekly and monthly administrative tasks, reviews and approvals.Identifying the criticality of open issues and tasks and directing managers and resources to efficiently and effectively resolve daily issues and problems.
  • Ensure contractual compliance through auditing, setting KPI's, regular requirements reviews
  • Attend and manage all daily and weekly customer related calls as well as the review and approval of all meeting notes before upload to Remedy.

Working Location/Travel:
  • The working location is remote but must be within the U.S. and all applicants must be able to travel 35% of the time when and as required.

  • Executive Leadership and Management - experience tied to demonstrable successes in previous roles and successful outcomes.
  • Customer Service and Contracting - writing, interpreting, understanding and administering contracts and ensuring that all contract requirements are met.
  • Human Resources - experience including hiring, developing essential job functions, personnel management and administration, setting employee performance goals, administering employee evaluation systems, working knowledge of legal requirements regarding hiring and personnel management.
  • Supply Chain Management and Administration - logistics planning, execution and sustainment, executive management, leadership and strategy.
  • Budget Administration - including budget formulation and development, budget administration of a large budget, managing costs to achieve profitability goals, budget execution and management over a large organization and geographic area. Similar experience may be substituted.
  • Superior Interpersonal Communications - both internally and externally involving customers and other stakeholders. The ability to link communications and customer service to demonstrable successes and outcomes.
  • Customer relations, strategic planning, policy development and execution
  • Project Management Experience - 5 years minimum (PMP preferred), managing a variety of projects ranging in complexity and difficulty.
  • Demonstrable experience linked to successes involving building and working with teams to successfully accomplish a mission at or above expected goals or outcomes, ensuring that all deliverables and due dates are met both externally and internally, excellent delegation skills and the ability to appropriately prioritize work for this position and others.
  • Excellent written communication skills and the ability to write reports and briefings, customer deliverables and other deliverables at a professional level with a minimum of errors. The ability to review the written work of others and identify and recognize grammatical errors, errors in formatting, sentence structure and other requirements for reports and deliverables.
  • Competency and the ability to use internal Motorola Solutions systems, technology, Google Suites and applications, Microsoft and other general business applications.
  • Any other skills and abilities required to achieve success in this role or as identified by the Regional Service Manager for the DoD.

Target Base Salary Range: $100,000 - $120,000 USD
