Job description

Summary
The primary purpose of the position is for the incumbent to provide continuous business oversight for a variety of software programs integral to the overall administration operations of the business and effects programmatic changes at the facility level. The incumbent coordinates ongoing data collection and analysis and management support to the Supervisory Administrative Officer and Associate Chief of Staff, MH&BSS through evaluating various reports and designing mechanisms to capture data.

Major Duties Include but are not limited to:
  • Serve as a technical expert and consultant to MH&BSS leadership on data management, data mining, and data representation techniques that inform the monitoring, evaluation, and improvement of programs.
  • Works to translate data, including telehealth and my HealtheVet related data into meaningful information for healthcare groups and management.
  • Undergo training to become a Contracting Officer Representative (COR) for the MH&BSS.
  • Prepares the procurement request packages for submission to the Regional VISN Contracting Office.
  • Manages short-term and long-term complex contracts.
  • Serve as the lead for purchase card holders
  • Responsible for development, implementation and execution of the records management program for MH&BSS Service Line.
  • Supports ad hoc request for data from MH&BSS leadership, end-users who may be unfamiliar with data analysis techniques.
  • Assure that information on reports and dashboards is accurate, precise, reliable, actionable and used to improve quality and/or efficiency of patient care.
  • Conducts focused monitors and audits of records created and maintained by service lines.
  • Develops and disseminates policies and procedures, as needed, to support and supplement the VA-wide policies and procedures.
  • Performs other related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 40 hours a week, Monday - Friday 7:00 am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathering, compiling, and analyzing qualitative and quantitative operational or healthcare data to prepare routine statistical reports and track performance metrics. Utilizing data management software, databases, or analytical dashboards to monitor workload trends and identify operational issues. Assisting in conducting administrative studies, workflow evaluations, or reviews of organizational procedures to recommend operational or process improvements. Drafting administrative documents, standard operating procedures (SOPs), meeting minutes, briefing materials, or policy memos for program leadership. Providing administrative program support, such as tracking master schedules, assisting with purchase card transactions/fund monitoring, or troubleshooting basic software/system access issues. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education in a related field leading to such a degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year or 18 semester hours may be used to qualify applicants for the GS-9 level.
