Job description

Introduction
The Division of Intergovernmental Relations (DIR) within the Department of Administration provides a broad array of services to the public and state, local, and tribal governments. It supports counties, municipalities, citizens, and businesses by providing support services in land use planning, land information and records modernization, municipal boundary review, plat review, demography, and coastal management programs. We also work to strengthen the relationship between the State of Wisconsin and the governments of the state's 11 federally recognized Native American tribes.

Position Summary
Under the general supervision of the Program Manager, work collaboratively, but independently, as a member of the Resource Policy Bureau within DOA's Division of Intergovernmental Relations, managing projects and initiatives as part of the Wisconsin Coastal Management (WCMP). Complex decision making, problem-solving, and analytical skills are required, as decisions made by the incumbent have potential to have an interstate-state impact (Wisconsin, Illinois, Michigan, Minnesota)- both across agencies and with external customers - and in some cases a national impact. This position has the potential to greatly impact the future of Wisconsin and its Great Lakes as well as influence future land use policy statewide. The position will develop technical and policy materials and present to communities, partners, and the Wisconsin Coastal Management Council. Conduct research necessary to develop program materials. Advise WCMP staff, Program Manager, and Wisconsin Coastal Management Council on issues related to coastal flooding and erosion. Provide outreach on the WCMP. Facilitate and attend relevant trainings, meetings, site visits, and conferences.

Salary Information
Starting hourly rate for this position will be $27.68 - $45.67 per hour depending on qualifications and experience, plus excellent benefits . This position is classed as a Program & Policy Analyst Advanced and is assign ed to pay schedule/range 07-03. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct fingerprinting and background checks on applicants prior to selection. DOA does not sponsor work visas and is not an eligible OPT (Optional Practical Training) employer for F-1 international students. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form upon hire.
All employees are expected to live and work in Wisconsin Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. Occasional in-state and out-of-state domestic travel is required.
Qualifications
Minimally qualified applicants will have all of the following:
  • Writing and public speaking experience that demonstrate developing effective and concise documents and delivering presentations on complex and technical issues for a variety of audiences
  • Experience in analyzing and evaluating policies related to coastal hazards (flooding, erosion, storm damage, etc)
  • Experience in outreach and coordination with state agencies and local governments
  • Experience working with grant funded programs such as fiscal monitoring, administering grants, etc.
