Job Summary
We are seeking a hands-on and detail-oriented HR Operations Manager to oversee human resources operations across our U.S. entities. This role is responsible for managing and executing core HR functions in a complex, multi-state, and global environment, ensuring accuracy, compliance, and operational efficiency.
The position requires strong ownership of HR operations, including payroll coordination, benefits administration, employee lifecycle management, and compliance, while working closely with internal stakeholders and global teams to ensure alignment with company policies and leadership direction.
Key Responsibilities
HR Operations & Employee Lifecycle Management
  • Own and manage end-to-end HR operations across multiple U.S. entities, including onboarding, offboarding, employee records, and HR documentation
  • Execute HR processes in accordance with company policies, approval workflows, and leadership direction
  • Ensure accuracy, consistency, and proper documentation of employee data to support audit readiness and compliance
Payroll, Benefits & HR Systems
  • Oversee payroll coordination and ensure data accuracy within HRIS systems (experience with ADP preferred)
  • Administer employee benefits programs (medical, dental, vision, 401(k), leave programs) and serve as the primary point of contact for employee inquiries
  • Partner with brokers and vendors to manage benefits administration, billing, and issue resolution
  • Maintain and improve HR systems, workflows, and reporting processes to enhance operational efficiency
Multi-State Compliance & Employee Relations
  • Ensure compliance with federal, state, and local employment laws, with strong focus on California and New Jersey requirements
  • Maintain and update employee handbooks, policies, and internal guidelines in alignment with regulatory standards
  • Support employee relations matters, including documentation, investigations, and coordination of disciplinary actions in alignment with company practices
Talent Acquisition & Onboarding Support
  • Support recruitment processes, including job postings, interview coordination, and offer administration
  • Partner with hiring managers to ensure smooth onboarding and integration of new employees
  • Maintain recruiting records and ensure compliance with hiring procedures
Cross-Functional & Global Coordination
  • Collaborate with internal teams (HR, Finance, IT) and external vendors to support HR operations and employee lifecycle processes
  • Work closely with global teams, including headquarters in China, to implement HR processes and ensure alignment across regions
  • Follow established frameworks and workflows to maintain consistency and operational control
Qualifications
  • Bachelors degree in Human Resources, Business Administration, or related field
  • 3-5 years of HR experience, with strong focus on HR operations, payroll, benefits, and compliance
  • Hands-on experience with multi-state employment laws (California required; New Jersey a plus)
  • Experience with HRIS/payroll systems such as ADP
  • Strong experience in benefits administration and vendor management
  • Experience working in a global or cross-border environment preferred
  • Experience in biotech, CRO, or regulated environments (GLP/GMP) is a plus
Work Location:
This position is based onsite at our Pleasanton ,CA facility. This role requires regular onsite and is not eligible for remote or hybrid arrangements.
Pay Transparency Statement
Title and compensation will be based on experience
At CP, your base pay is only part of your overall total compensation package. At the time of this posting, this role typically pays an annual base salary between $95,000 and $115,000 per year. The range displayed reflects the minimum and maximum target for new hires. Actual pay may be more or less than the posted range. Factors that influence pay include the individual's skills, qualifications, education, experience, and the position level and location.
