Job description

Team Rubicon (TR) is seeking a Senior Associate, Mission Support (Planning) - Situation & Geospatial Analysis to join our Programs x Domestic Ops - Mission Support (MSB) team! The Senior Associate, Mission Support (Planning) will strengthen TR planning capabilities at the strategic, operational, and tactical levels by keeping the organization informed of evolving domestic and global events that may affect TR operations. As a member of the Mission Support Branch (MSB) Planning team, this role enables TR's mission by equipping Greyshirt leaders and staff with actionable situational awareness and analysis, reliable planning functional guidance & expertise, and impact quality assurance/quality control (QA/QC) support to TR's USA-focused geographic branches and to international/outside the continental United States (OCONUS) operations. This role directly contributes to advancing TR's mission to serve communities before, during, and after disasters and crises, and TR's vision to build resiliency for vulnerable communities worldwide. This role thrives in a highly collaborative environment, both supporting behind the scenes and leading from the front; and models "One TR" by building strong relationships across departments by standardizing planning & reporting practices that help volunteers lead and execute safe, effective operations.

This position reports to TR's Manager, Mission Support (Planning) and is based remote anywhere within the continental United States ("Lower 48").
Duties:
Situational Awareness
  • Provide Situation Unit functional leadership to monitor domestic and global events that may trigger TR's response or affect ongoing operations, fusing multiple information sources (e.g., meteorological products, government/NGO situation reports, partner updates, open-source reporting) into clear, actionable situational awareness products tailored to TR decision-makers and Greyshirt volunteer leaders.
  • Coordinate with branch Greyshirt volunteer leaders engaged in more localized situational awareness reporting to ensure unity and continuity of effort.

Geospatial (GIS) Capability & Volunteer Cadre Oversight
  • Lead and develop a cadre of Greyshirt volunteers with GIS expertise to support situational awareness, planning, and decision-making across TR's functions & departments.
  • Apply professional GIS skills to evolve TR's GIS capability, promoting standardization and quality of geospatial products, and coordinating & prioritizing GIS support requests to meet customer needs, including developing dashboards, mapping products, operational visualizations, and common operating pictures that improve organizational visibility and leadership decision-making.

Operational Support & Volunteer Empowerment
  • Provide TR mission planning expertise to support and advise Greyshirt volunteer leaders and staff through the full mission planning process for domestic and OCONUS operations throughout all phases of the disaster cycle.
  • Build strong working relationships across TR's geographic branches and mission support functions to remove friction, clarify roles, and ensure consistent planning standards, coordinating mission planning inputs to produce clear, executable plans.
  • Maintain and continuously improve planning tools, templates, and procedures that promote consistency while remaining adaptable.

Data Analysis, QA/QC, and Impact Assessment Support
  • Support QA/QC for operational data and reporting to improve accuracy and timeliness of information used for internal decision-making and external reporting, working collaboratively with other functions & departments to develop analytical tools enabling impact assessment, lessons learned, and continuous improvement across domestic and OCONUS operations.

Experience and Background:
  • Bachelor's degree or equivalent experience preferred
  • 3-5 years of relevant professional experience in disaster response, emergency management, crisis operations, humanitarian assistance, military operations, or related fields (public, private, and/or nonprofit)
  • Previous experience and fluency in TR mission planning concepts and the ability to provide reliable guidance to volunteer and staff leaders across domestic and OCONUS contexts (or demonstrated ability to rapidly achieve this fluency)
  • Experience supporting international/OCONUS operations, including awareness of common security and access considerations in the global humanitarian environment, the humanitarian principles, and coordination bodies such as the UN Cluster System
  • At least entry-level professional capability with GIS tools and geospatial concepts is required, including the ability to generate and/or validate common mapping and visualization products and guide their development and use to meet changing needs; advanced GIS proficiency with a demonstrated experience managing GIS workflows, including familiarity with Esri platforms such as ArcGIS Pro and ArcGIS Online (web maps, dashboards, Experience Builder, Survey123, and Field Maps) is strong preferred
  • Experience supporting or leading data collection, QA/QC, analysis, and reporting to inform decisions and impact assessments; ability to translate data into clear insights and recommendations
  • Experience with business intelligence and/or data visualization tools (e.g., Power BI) and with data management practices that improve reporting quality and transparency preferred
  • Experience producing situational awareness products (e.g., hazard monitoring, storm track interpretation, risk/impact summaries) in support of operational decision-making
  • Strong written and verbal communication skills, including the ability to brief diverse audiences and communicate plans, risks, and recommendations clearly

Special Requirements:
  • This is a full-time;REMOTE position and can be based anywhere within the continental United States ("Lower 48") and provides a flexible & non-traditional work schedule
  • Occasional irregular hours on evenings/weekends required to accommodate and support operations spanning multiple time zones with rotating coverage schedules and periods of increased operations tempo (e.g. EOC activations)
  • Travel: At least 25% non-local travel for planned conferences, events, on short notice (e.g. for EOC activations), mostly domestically but potentially internationally
  • Required: Must possess or be able to obtain a valid passport and any required travel documentation/clearances for OCONUS deployments

Pay Range:
  • $57,413.06 - $85,630.27 per year
