Job description


ROLE: Wing Plan and Exercise Specialist

REQUIRED:

  • Active Clearance: Top Secret (TS), SCI preferred (Immediate eligibility for SCI required)
  • Ability to work onsite at Shaw AFB, SC
  • Minimum of four (4) years of experience working as a squadron (or higher) level Plans and Exercises Specialist, interfacing with higher HQ for reporting
  • Familiarity with all Air Force Exercise and Inspection Requirements

FUNCTION:

  • Conducts operations exercise and training scheduling; develops operational plans and programs; develops and manages contingency and emergency plans for Wing execution; and provides the Wing and associated units with assessment of operations effectiveness.
  • Develops and coordinates Wing operational training plans and evaluates effectiveness of exercise and training programs. Interprets and disseminates Wing exercise and inspection results and recommends action to correct deficiencies and improve performance.
  • Assists the Wing Director of Plans and Policy in the supervision of academic and military exercise and training of crew members to ensure certification, adequacy of instruction, proper briefing procedures, and adequacy of weather, navigation, and communications facilities.
  • Coordinates training programs with the Wing and associated units; conducts critiques on training programs; develops procedures for improving operations; and advises commander on status of operational training programs.
  • Analyzes and evaluates Wing exercise and training programs, reports, and status charts to determine effectiveness, and ensures compliance with governing directives and OPLAN. Coordinates with other agencies and HHQ to identify shortfalls and limiting factors affecting operational plans.
  • Develops and coordinates associated operational plans and reviews Wing/MQ-9 integration within operational programs. Interprets and translates policy from higher authority into specific guidance for operations.
  • Assists the Wing Director of Plans and Policy in the development of operational concepts, translates support missions into Wing requirements, establishes procedures, and monitors plans and programs to implement Air Force, joint, and combined operations.
  • Develops exercise plans, exercise objectives, and scenario events list. Reviews and coordinates final exercise directives. Evaluates and analyzes operational exercise plans to determine unit operating effectiveness. Debriefs exercise participants and publishes written reports.
  • Assists the Wing Director of Plans and Policy in Wing Inspector General point of contact and acts as command monitor for exercise inspection reports and special interest items. Reviews exercise inspection of Wing units and activities for compliance with directives and standardization of operation. Assists in the management of the Wing's exercise evaluation team program.
  • Monitors readiness of communications, logistics, personnel, and other support functions directly affecting the Wing's mission. Assists in planning, executing, evaluating, and critiquing base-wide emergency and contingency exercises.
  • Services multi-functional areas of responsibilities to satisfy mission objectives and does not include duties involving a single functional area such as logistics, operations, finance, and so forth.
  • Liaises with internal and external organizations representatives as it pertains to airspace or airspace usage and maintains agreements that enable desired end states. Oversees and conducts Civil Information Management and Civil Military Operations as it pertains to the wing and associated units. Manages and oversees duties to provide a planning node responsible for ensuring wing coordination with outside partners or agencies.
  • Assists the Wing Director of Plans and Policy in the development of the Wing, MAJCOM, Air Force, HHQ, joint services, and combined plans, programs, and policies. Executes planning process based on defense guidance, and HQ USAF, major command, or joint services organization policies, directives, and procedures.
  • Develops assumptions upon which the planning process is constrained. Develops plans that are responsive to Wing and Air Force guidance and MQ-9 capability. Coordinates plans between staff agencies to ensure a coherent planning effort.
  • Programs resource allocation according to the Planning, Programming, and Budgeting System. Executes programming actions based on guidance provided from major commands, joint activities, or Department of Defense. Analyzes impact of programming decisions on MQ-9 capabilities. Coordinates programming actions to facilitate issue resolution and ensure timely completion.
  • Assists the Wing Director of Plans and Policy in the management and development of the Wing's exercise, training, and operation planning functions. Manages and oversees updates and tracks Wing involvement in all pre-planned exercises including exercises flown on an ATO directed sortie and provides weekly updates as directed by Wing leadership. These functions include planning and coordinating not only named exercise events such as Red Flag but also live fire events and virtual events utilizing Distributed Mission Operations (DMO) capabilities, which facilitate training via networked, simulated combat environments.
  • Assists the Wing Director of Plans and Policy in the development and oversight of Wing exercise planning and approval process and formally accepts or requests to reconsider (i.e. reclama) tasked exercises on behalf of Wing units. Manages and disseminates planning and schedule data on top secret, secret, and unclassified computer systems as required.
  • Regularly briefs Wing leadership about the availability and requirement of upcoming exercises.
