Job description

GovCIO is currently seeking a Project Manager to join a cross-functional team dedicated to delivering impactful features on VA.gov. This pivotal role will coordinate the development efforts across different departments to ensure timely and efficient feature rollouts. This position is fully remote and available to candidates within the Continental United States (CONUS).
Responsibilities
Oversees the planning, execution, and delivery of Veteran-facing projects, applications and features using agile methodologies and scrum practices, focusing on effective collaboration within cross-functional teams. Participates in all phases of the project lifecycle, ensuring adherence to agile ceremonies, requirements, and partner timelines. Responsible for managing the project deliverables, facilitating sprint ceremonies, and conducting regular stakeholder communications to address questions regarding project goals, progress, and risk management. Ensures projects align with strategic objectives and meet rigorous standards of quality and compliance.
  • Oversee delivery, aimed at meeting project requirements within budget and time constraints.
  • Engage in all phases of the project lifecycle, from planning to deployment, and ensure high-quality deliverables.
  • Foster a collaborative and productive environment within the project team.
  • Coordinate with cross-functional teams to define clear project deliverables and timelines.
  • Assist in preparing comprehensive project documentation, reports, and operational procedures to ensure consistent project execution and knowledge transfer.
  • Maintain proactive communication with stakeholders to ensure project alignment and address any challenges swiftly.
  • Participate in project meetings and contribute to project planning and status reporting efforts.
  • Ensure all project activities comply with company and client requirements.
  • Basic knowledge of AWS resources, databases, APIs, and GitHub.
  • Basic understanding of process flow across systems and components.
  • Familiarity with tools such as Mural and Visio (Visio not required).
  • Ability to maintain transparent and proactive communication.
  • Ability to help teams navigate cross-team dependencies and decision-making.
  • Adaptability: able to follow structured plans while adjusting as needed.
  • Forward-thinking: able to anticipate additional work even without explicit requirements.
  • Willingness to learn and grow in the role.
  • Ability to identify and follow VA processes and procedures.

Qualifications
Required Skills and experience
  • Bachelor's degree with 3+ years (or commensurate experience).
  • Proven experience in project management, particularly within a technology-driven environment.
  • Familiarity with Agile and Scrum methodologies, possibly acting as a Scrum Master.
  • Experience with tools such as JIRA, Confluence, and Microsoft Project.
  • Must be a US citizen or authorized to work in the US.

Preferred Skills and Experience
  • Previous experience with government projects, especially within the VA or similar agencies.
  • Strong organizational skills and ability to manage multiple tasks simultaneously.
  • Technical acuity with AWS, APIs, databases, and GitHub

Clearance Required
  • Ability to obtain and maintain a Suitability/Public Trust clearance.
