Description
We are seeking an experienced and strategic Director of Proposal Management to lead our proposal operations across a portfolio of federal government contracts. In this senior role, you will be responsible for overseeing the full proposal lifecycle, from RFP dropping through final submission.
The ideal candidate brings deep expertise in federal procurement, writing, FAR/DFAR compliance, and color team reviews, combined with the leadership presence to drive cross-functional collaboration across capture, technical, pricing, and executive stakeholders under tight deadlines, and will report directly to the Chief Growth Officer.

Responsibilities
Proposal Leadership & Strategy
  • Lead end-to-end proposal development for federal RFPs, RFIs, RFQs, and task orders across civilian and DoD agencies.
  • Develop and enforce proposal management processes, templates, style guides, and best practices aligned with Shipley methodology.
  • Drive win strategy in collaboration with capture managers, establishing clear themes, discriminators, and writing guidance.
  • Serve as the primary author or editor on executive summaries, management volumes, and past performance narratives.

Team Management & Development
  • Assign resources across concurrent proposals, balancing workload and ensuring coverage for peak bid seasons.
  • Establish performance goals, conduct reviews, and develop career pathways for proposal staff.
  • Build, mentor, and manage a team of proposal professionals.

Process & Quality Assurance
  • Organize and facilitate Pink, Red, Gold, and White Glove review cycles; incorporate reviewer feedback efficiently.
  • Maintain a compliant proposal response matrix (cross-reference matrix) mapped to all RFP instructions and evaluation criteria.
  • Ensure all submissions are compliant, compelling, and delivered on time with zero defects.
  • Manage proposal artifacts including the corporate library, boilerplate content, past performance repository, and resume bank.

Stakeholder Collaboration
  • Partner with BD, Capture, Pricing, Contracts, and Technical teams to produce integrated, high-quality responses.
  • Brief senior leadership on bid/no-bid decisions, proposal status, and lessons learned.
  • Represent proposal operations in pipeline reviews, gate reviews, and executive decision briefings.
Requirements
  • Bachelor's degree in English, Communications, Business, or a related field (Master's degree preferred).
  • 10+ years of federal proposal management experience, including 3+ years in a director or senior leadership role.
  • Demonstrated success managing and winning large prime contracts ($50M+) with civilian and/or DoD agencies.
  • Expert knowledge of the Federal Acquisition Regulation (FAR), DFARS, and federal procurement processes.
  • Proficiency with Shipley or equivalent proposal development methodology.
  • Experience managing color team reviews and structured proposal review processes.
  • Strong command of Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint) and proposal management tools (e.g., RFPIO, Loopio, or similar).
  • Exceptional writing, editing, and communication skills with meticulous attention to detail.
Nice to Have Skills
  • APMP Foundation, Practitioner, or Professional certification.
  • Experience with GovWin IQ, BGOV, or SAM.gov for opportunity identification and pipeline tracking.
  • Familiarity with pricing volumes and cost narratives in competitive government proposals.
  • Experience supporting IDIQ, GWAC, or contract vehicle competitions (e.g., GSA STARS, CIO-SP, SEWP).
  • Active clearance
  • Experience with AI-assisted writing tools or proposal automation platforms.
  • Knowledge of CMMI, ISO 9001, or other quality management frameworks as they apply to proposal processes.
Salary Range
We are committed to offering a competitive salary for this position, with an estimated range of $130k to $190k+annually. Please note that this range is intended to provide a general idea of what to expect; however, the final offer may vary based on experience, skills, and other factors. The stated range is not a guarantee and is subject to change.
