Proposal Manager - Remote

Location: Corporate Headquarters – Renton, Washington

Job Objectives:

The Proposal Manager is responsible for leading teams for assigned proposals, and also for contributing substantially to proposal content as a technical writer. The Proposal Manager analyses federal government Solicitations, MATOC RFPs, 803 competition RFP’s, develops proposal outlines and schedules, works with engineers and construction personnel to prepare proposal content, performs editing and proofreading, prepares for and facilitates proposal reviews, as well as prepares for and facilitates proposal production. The Proposal Manager must be able to work extended hours and visit job walks as needed to meet proposal deadlines.

The Proposal Manager participates in the development of win themes and proposal strategies. They plan proposal schedules and assigns writers. They plan and conducts kick-off meetings. The Proposal Manager interfaces with engineers, construction personnel, senior managers, and other proposal team members to obtain information on technologies and approaches for technical proposals. They obtain writing assignments from the section authors by the assigned dates. They edit technical information prepared by technical authors into clear, concise proposal text and illustration concepts.

The Proposal Manager performs proofreading and editing, and ensures editorial integrity for proposals. The Proposal Manager prepares proposal material in accordance with the format, limitations, and completeness specified by government proposal preparation instructions. The Proposal Manager plans and manages proposal production and delivery.

ESSENTIAL DUTIES & JOB FUNCTIONS:

· Provide assistance in the development of the past performance volume for all active proposals.

· Establish a database to catalog past performance information from site locations/prior proposals.

· Update past performance database through regular contact with site operations.

· Manage all phases of the proposal process from inception to award for selected efforts.

· Interpret the RFP to provide consistent guidance to proposal team members.

· Determine the appearance and layout of the proposal.

· Develop outlines and timelines for proposal efforts.

· Assign writing tasks to subject matter experts.

· Assign and follow-up on action items.

· Ensure the development and distribution of templates and boilerplate for writers.

· Edit for grammar, accuracy, organization, and spelling.

· Write sections of the proposal as necessary

· Organizes and maintains proposal/marketing data. Manage and monitor proposal library and “coffin” files

· Attends proposal related meetings / presentations

· Coordinates firm-sponsored marketing events and administers client reward program

· Provides proposal status and updates to Management Team

· Contribute to hand-off meetings with Operations

· Prepare 803 competition technical and cost proposals

SUPERVISORY RESPONSIBILITIES

Direct supervision of technical/proposal writers, cost estimators, proposal coordinators, proposal data processing/data entry personnel, and outside proposal writers/consultants.

EDUCATION & EXPERIENCE

· BS/BA degree from a four-year college or university with additional professional training or a minimum of 5 years of construction business experience including management authority over multiple functional areas preferred but not required. Three years of government business development and technical proposal writing and/or proposal coordination experience in the government services contract arena is an additional plus.

· Strong written and oral communications skills and excellent organizational skills.

· Ability to work on multiple documents simultaneously

· Prior experience performing in a role as a proposal manager and as a writer preparing technical proposals for the federal government.

· Ability to quickly analyse government RFPs and prepare proposal outlines/compliance matrices.

· Very strong skills with the Microsoft Office suite (Word, Excel, Power Point). Knowledge of graphics programs, such as Visio and Adobe Illustrator, are a plus.

PHYSICAL DEMANDS
