Job description

Opportunity track: USTDA 1131PL26R0059 - Pacific Islands Port and Aviation Third-Party Technical Review
Engagement: Contingent senior consultant or eligible U.S.-firm subcontractor
Location: Fully remote in the United States, with possible short travel to Pacific Island countries
The opportunity
Axyde Analytics is assembling an evidence-qualified senior review team for a U.S. Trade and Development Agency proposal involving independent technical review of port and aviation feasibility-study and technical-assistance deliverables in the Marshall Islands, Palau, Fiji and other Pacific Island settings. This is reviewer and decision-support work: concise written assessment, TOR compliance, technical sufficiency, deficiency materiality, and support to USTDA acceptance and invoice decisions. It is not primary production of the underlying study.
Role
Test local operating reality, sponsor capacity, governance, land/community context, inter-island connectivity, stakeholder assumptions and implementability across RMI, Palau and Fiji.
Required qualifications
10+ years Pacific Islands transportation, infrastructure or public-sector advisory experience; country-level evidence; strong written analysis.
Preferred qualifications
RMI, Palau or Fiji experience; aviation and/or ports; local stakeholder networks and travel readiness.
Working conditions and deliverables
Assignments may arrive intermittently and require a defensible 3-5 page Task Report within nine business days after receipt of a work product. Work may include email clarification with the activity contractor, SharePoint/Microsoft Office collaboration, review of resubmittals, and up to five working days of travel when authorized. The team will separate source evidence, assumptions, professional judgment, material deficiencies and matters requiring Government decision.
How to apply
Submit a resume or CV of no more than three pages and two or three directly relevant project examples identifying your role, project type/location, work product reviewed or produced, and resulting decision. Include U.S. location, availability through the anticipated 24-month period, travel availability, proposed hourly or fixed-price basis, and any known organizational conflicts. State whether Axyde may include your name and resume in its proposal, subject to final role and rate agreement.

The individual performing covered work must be a U.S. citizen or lawful permanent resident. Do not submit identity documents with the application. Engagement is contingent on award, assignment fit, written proposal authorization, evidence validation, eligibility, availability, conflict/OCI clearance, travel readiness and agreement on scope and pricing. No award, assignment, minimum hours or compensation is guaranteed. Participation may restrict the consultant or firm from certain USTDA-funded implementation or follow-on work arising directly from the specific projects reviewed. Applicants must not submit classified, export-controlled, proprietary or client-confidential information; anonymized examples are acceptable.
