Tetra Tech is adding a Permitting Project Manager to provide permitting and compliance services within our thriving Energy Practice. Our team supports a broad range of renewable energy technologies, conventional generation, electric transmission, and emerging technologies such as energy storage and smart grids.

This position offers the opportunity to work with established leaders in the energy sector - including senior project managers with 20+ years of experience, regional regulatory experts, and professionals with deep agency and client relationships. Position Summary:

The Permitting Project Manager will support project managers and lead permitting efforts for land development and energy infrastructure projects throughout the Pacific Northwest and across the U.S. The role includes preparing and processing permit applications, managing resource studies, and coordinating with public agencies, technical teams, and clients.

The successful candidate will demonstrate strong analytical, communication, and organizational skills, and will be capable of managing multiple priorities in a dynamic, team-oriented consulting environment.

Essential Job Functions:

  • Support senior project managers on environmental permitting and compliance tasks.
  • Prepare and process county, state, and federal permit applications.
  • Lead and coordinate multidisciplinary teams conducting studies and resource analyses.
  • Consult with regulatory agencies and local jurisdictions to ensure compliance with applicable laws and codes.
  • Provide input to environmental review documents, such as NEPA and state siting/permitting applications (e.g., EFSC, SEPA).
  • Manage small to moderate projects as opportunities arise.
  • Support public outreach, stakeholder engagement, and client communication efforts.
  • Coordinate deliverables from technical teams and subcontractors.
  • Maintain a strong commitment to quality, safety, and client satisfaction.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

 Required Qualifications:

  • Bachelor's or Master's degree in Environmental Sciences, Urban/Regional Planning, Environmental Policy, Environmental Studies, or a related field.
  • 3-5 years of relevant experience with environmental assessments and regulatory permitting (federal, state, and local).
  • Understanding of the National Environmental Policy Act (NEPA) and state-level permitting processes such as Oregon EFSC and Washington SEPA.
  • Strong task management, organizational, and communication skills.
  • Demonstrated writing ability and proficiency in Microsoft Word, Excel, PowerPoint, and Project.
  • Ability to work independently while collaborating effectively with remote team members.
  • Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:

  • Experience preparing and processing county, state (Pacific Northwest), and federal land-use permits.
  • Experience preparing documentation to meet Oregon EFSC requirements.
  • Desire to develop into a project management or seller/doer role.
  • Prior consulting experience with energy or environmental compliance projects.

Physical Requirements:

  • Ability to perform office and occasional fieldwork, which may include walking, standing, or lifting light materials.
  • Must be able to travel occasionally for client meetings or field site visits.

Compensation:

Pay commensurate with experience.

Pay Range: $75,000-$100,000 Yearly
