Role: PeopleSoft CAPPS HR/Payroll Techno Functional Lead

Location: Remote 

Duration: 12+ month

Position Summary

We are seeking an experienced Senior PeopleSoft CAPPS HR/Payroll Functional Lead to provide strategic leadership, functional expertise, and operational oversight for a large-scale statewide ERP environment. The ideal candidate will possess extensive experience supporting PeopleSoft HCM 9.2, Texas state government operations, CAPPS HR/Payroll systems, and enterprise-wide service delivery across multiple agencies. This role will serve as a key subject matter expert responsible for system configuration, compliance, production support, incident management, vendor oversight, strategic planning, and statewide business process coordination/

Required Qualifications

  • 15+ years of experience with State of Texas policies and regulatory requirements.
  • 15+ years of experience with federal labor laws and workforce compliance.
  • 15+ years of experience with PeopleSoft technical tools including App Designer, Integration Broker, SQR, SQL, BI Publisher, SAP Business Objects, and related technologies.
  • 12+ years of experience performing PeopleSoft system configuration and change management.
  • 12+ years of experience supporting enterprise batch processing and job scheduling solutions.
  • 12+ years of experience implementing security best practices, NIST standards, and multi-tenant ERP environments.
  • 10+ years of Texas public sector experience supporting or working directly with 30 or more state agencies.
  • 10+ years of experience supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2.
  • 10+ years of experience developing strategic roadmaps and leading enterprise initiatives.
  • 10+ years of functional project management experience supporting CAPPS programs.
  • 10+ years of experience planning and coordinating statewide Fiscal Year processing activities.
  • 10+ years of experience providing Tier 2 support in a managed services environment.
  • 10+ years of experience supporting Major Incident Management (MIM) processes.
  • 10+ years of Disaster Recovery participation and testing experience.
  • 10+ years of executive presentation and stakeholder communication experience.
  • 10+ years of audit support and open records request experience.
  • 10+ years of vendor management and contract compliance oversight.
  • 10+ years of SQL experience supporting CAPPS and SPRS synchronization activities.
  • 8+ years of experience as an FMLA configuration and compliance subject matter expert.
  • 8+ years of experience managing PeopleSoft Approval Workflow Engine (AWE).
  • 8+ years of experience producing WCAG 2.1-compliant documentation.
  • 3+ years of experience applying ITIL principles within enterprise IT operations.

Preferred Qualifications

  • 10+ years of experience supporting production operations for CPA legacy Statewide Financial Systems.
  • Experience supporting large-scale statewide ERP implementations and shared services environments.
  • Strong leadership, communication, stakeholder management, and organizational skills.
  • Demonstrated ability to balance strategic planning with hands-on operational support.
