Job description

Summary
This position is with the Department of Health & Human Services, Centers for Medicare & Medicaid Services, Marketplace Plan Management Group, Division of Benefit and Marketplace Analysis and Policy (DBMAP).
As a Health Insurance Specialist (GS-0107-14), you will manage programs and provide expert guidance on policies impacting government healthcare decisions to include developing operational procedures and regulations for the healthcare community.

Help
  • Lead strategic planning and day-to-day execution of essential health benefits (EHB) policy and programmatic work, in close coordination with Division leadership.
  • Serve as a senior representative of the Division and CMS in engagements with high-level governmental and non-governmental stakeholders, including at national forums, interagency meetings, and external partner convenings.
  • Oversee and conduct research and analysis including clinical, legal, policy, and actuarial analyses to support EHB policy development and operations, and lead the drafting of regulations, guidance, and other written work products.
  • Apply analysis of federal health insurance laws, regulations, and operational requirements to lead the development and evaluation of policies and processes related to the Health Insurance Marketplace and EHB.
  • Provide thought leadership and strategic direction on emerging policy issues; and proactively identify risks, opportunities, and solutions to advance organizational programmatic goals.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing and analyzing policy with respect to the Affordable Care Act, Health Insurance Exchanges, or federal health insurance programs; (2) Drafting and reviewing multi-faceted written work products such as regulations, guidance, issue papers, or legislation; and (3) Representing agency or organization in contacts with governmental and non-governmental organizations on sensitive matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
