Job description

Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Technology, Coding and Pricing Group (TCPG), Division of New Technology (DNT).
As a Health Insurance Specialist, GS-0107-14, you will serve as a national expert leading CMS technology, payment systems, policy analysis, program evaluation, regulatory coordination, and stakeholder engagement for strategic healthcare initiatives.

  • Leading technical review and evaluation of new technology applications, ensuring compliance with applicable laws, regulations, and CMS policies.
  • Conducting policy analysis, impact modeling, and data evaluation to support regulatory decisions, payment systems, and strategic CMS initiatives.
  • Overseeing contract performance, budget planning, and acquisition activities to ensure compliance with federal regulations and program objectives.
  • Representing CMS leadership in engagements with federal officials, stakeholders, and industry groups to explain policy, regulatory, and analytical decisions.

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:(1) Serving as a technical expert on Medicare payment systems, including Hospital Inpatient Prospective Payment System (IPPS), Hospital Outpatient Prospective Payment System (OPPS), and End-Stage Renal Disease Prospective Payment System (ESRD PPS), Advanced Diagnostic Laboratory Tests (ADLTs) supporting review of new technology applications; (2) Conducting analyses and evaluate applications for new drugs, devices, labs, and services to support payment and policy decisions; (3) Advising leadership and stakeholders on policy, regulatory, and program issues related to new technology in Medicare; AND (4) Overseeing regulation coordination and provides oversight of contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
