Position Title: Business Development and Capture Associate Location: Colorado Springs, CO. / Washington, DC. / Huntsville, AL.

Pay Rate: The hourly range for this position is $22/hr. - $45/hr., depending on experience. Please note that the hourly information is a general guideline only.

Status: Part-time / Remote (Must live near/within or be willing to relocate to one of the three locations above.) Required Clearance: TS/SCI preferred. Applicant selected for this position must be able to obtain and/or maintain a security clearance or access.

(RTL) is a 23 year old technology company, focused on providing information technology (IT) cyber support services and personnel to primarily to government customers for long term contracts. By providing a wide array of professional services and products, we help our customers leverage technology and operate with total confidence in the predictability, security and reliability of their technology resources in order to meet business objectives.

Summary: In this role, you will support the full lifecycle of business development and capture activities. You will be involved in everything from early market research and lead identification to assisting with proposal preparation for specific opportunities. In this role, you will focus on the DoD market but may be periodically asked to support Federal Civilian efforts.

This position will ensure business growth through directing and managing business development activities, marketing, and sales activities, bid and proposal development, customer relationship development, and planning and strategy for continual growth. Primary Responsibilities: Essential responsibilities of the Business Development and Capture Associate include, but are not limited to: * Conduct preliminary research on potential opportunities (e.g., reviewing acquisition forecasts, GovWin and SAM.gov postings) and identify leads that match the company's service areas, including DevSecOps, IT, and cybersecurity. Help qualify these leads by gathering essential information on scope, timing, and fit with company capabilities * Maintain and update the opportunity pipeline CRM database, ensuring that data on pursuits is current (e.g., customer contacts, next action, probability of win).

Prepare regular pipeline reports for senior management review. * Engage in outreach to customers and partners in a supporting role: schedule introductory meetings or capability briefings with potential customer contacts, prepare background materials or agendas, and join RTL Networks' leadership team in those meetings to learn and take notes on customer needs. * Assist in developing capture strategies for pursuits.

For smaller or less complex opportunities, work with RTL Networks' leadership to outline win themes, identify what information is needed from the customer, and draft a basic capture plan. For larger captures, provide support by organizing data, preparing notional winner profiles, or coordinating meetings. * Contribute to proposal development.

When the time comes, you will help draft sections (like management approach or resumes), ensure proposal templates are properly formatted, collect past performance citations, and verify compliance with RFP requirements. Essentially, bridge between the BD phase and proposal phase by carrying forward knowledge gathered during customer interactions into the proposal content. * Additional Job Duties Include: * Research direct labor requirements and trends for the purpose of bid pricing.

* Develop win strategies for bids. * Lead and/or support in the negotiation of teaming agreements. * Assist with proposal development and coordination.

* Establish and maintain large and small company teaming partners. * Maintain constant communications with remote Federal Civilian Department and Agency Project Managers/Site Leads. * Attend conferences, meetings, and industry events.

* Visit work sites to maintain corporate involvement. Qualifications: * U.S. Citizenship required.

* Applicant selected for this position must be able to obtain and/or maintain a security clearance or access. * Excellent organizational skills * Proficient in Word, Excel, Outlook, and PowerPoint * Experience developing Federal IT and/or DoD proposals * Strong communication skills and IT fluency * Ability to manage complex projects and multi-task * Chosen applicants will be required to pass pre-employment drug screening and a criminal background check. * 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.

* Strong interpersonal skills and professional demeanor; able to communicate effectively with internal teams and external stakeholders (e.g., scheduling meetings with a military officer's office, or emailing a partner company professionally). * Some technical acumen in the company's service areas (DevSecOps, IT, Cyber, etc.) - you don't need to be an engineer, but you should be comfortable learning the buzzwords and concepts so you can discuss them and identify relevant opportunities. * Ability to travel as required to develop opportunity pipelines, shape opportunities, maintain customer relationships, and attend industry days and conferences.

Preferred Qualifications: * TS/SCI clearance preferred. * Shipley training. * Strong technical acumen or engineering experience in the company's service areas (DevSecOps, IT, Cyber, etc.).

* Experience in sales and/or marketing. * Experience recruiting. * Ability to flourish with minimal guidance, be proactive, and handle uncertainty.

* Project Management Professional (PMP) Certification from the Program Management Institute. * P&L or military acquisition program or product management experience (understanding the process, structure, and framework of how the US Government makes acquisition decisions for products and services). * Have a portfolio of wins or depth in pulling opportunities from a concept to a contract with a client.

* Knowledge of tools and resources used in federal BD, such as GovWin, Sam.gov and CRM software (i.e., Deltek tools, such as: GovWin and VantagePoint) for pipeline tracking, and basic proficiency in Google Workspace, Canva, or Beautiful.ai for producing proposal and briefing materials. Physical Demands: * Must be able to lift up to 15 pounds. * Must be able to stand and walk for prolonged amounts of time.

* Must be able to twist, bend and squat periodically. * SECURITY CLEARANCE REQUIREMENTS: Applicant selected for this position must be able to obtain and/or maintain a security clearance or access. US Citizenship is a requirement for clearance at this location.
