Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management within Operations Support Facilities Division, Border Patrol and Air and Marine Program Management Office. In the following locations: Hammond LA, Jacksonville FL, Miami FL, Euless Tx, Washington D.C. and Dania FL.

This position is located in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM) within Operations Support Facilities (OSF) Division, Border Patrol and Air and Marine (BPAM) Program Management Office. (PMO).
The inclumbent will become a key team member of Homeland Security professionals serving as the Supervisor and Portfolio Manager for Border Patrol and Air and Marine Program Management Office's Southeast Sector, where both the scope and effect of the facilities work have a CBP-wide impact.
This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10)
Typical work assignments include:
  • Overseeing a program segment that performs professional, technical, and/or administrative work
  • Overseeing the overall planning, direction, and timely execution of the activities of all facilities and infrastructure work
  • Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment
  • Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels
  • Developing methods, internal controls, programs, and procedures to improve cost effectiveness, streamlining organizational structures, and assuring conformity with sound management principles

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will be 4 weeks of in-residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Directing the execution of a high-profile a program, managing cross-functional teams, resolving conflicts, and ensuring deliverables were met on time and within budget.
  • Managing and overseeing large-scale initiatives including the overall planning, direction, and timely execution of the activities of all facilities and infrastructure work and proactively addressing challenges and reallocating resources to maintain progress.
  • Initiating and conducting comprehensive evaluations to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment, identifying trends, and presenting actionable recommendations to senior leadership.
  • Developing and implementing internal controls to ensure compliance with regulations and completion of goals and objectives of subordinate organizational units or lower organizational levels.
  • Conducting cost-benefit analyses to support program alignment with management principles and objectives and streamlining organizational structures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/29/2026.
