We are seeking a Managing Consultant to join our Surface Transportation group in aย remoteย or hybrid role out of one of ourย California-basedย offices. This position combines air quality and climate changeย project leadershipย with Californiaย Environmental Qualityย Actย (CEQA)ย expertiseย andย National Environmental Policy Act (NEPA)ย experience withย a focusย onย transportationย infrastructure. Experienceย with projectsย for private developers such asย residential and mixed-use developmentsย andย renewable and conventional energyย isย considered a plus.ย
This role includes technical execution, project management, and business development with California agencies and private clients, such asย Caltrans,ย metropolitan planning organizations, transit agencies, localย jurisdictions, andย privateย developers. Travel up to 25% may beย requiredย for fieldwork, client engagement, and industry participation (i.e., ACEC CA,ย AWMA,ย AEP, TRB, INCE).ย
Position Responsibilities:ย
- Manage small to midsizeย air quality, climate change, and/or CEQAย projects from initiation through closeout.ย
- Performย air qualityย modeling usingย California based models such as EMFAC andย CalEEMod.ย ย
- Complete air quality modeling using federally recognized models such as the United States Environmental Protection Agency's MOVES model and AERMOD.ย
- Prepareย technicalย analyses andย reportsย in support ofย CEQAย permittingย effortsย such asย IS,ย MND, andย EIRย documents.ย
- Assistย with preparingย NEPA documents and supporting materials (primarily Categorical Exclusions and Environmental Assessments)ย
- Prepare CEQA-compliant air quality analyses, including:ย
- Construction and operational emissionsย
- Criteria pollutants and precursorsย
- Health risk assessments (as applicable)ย
- Greenhouse gas (GHG) analysisย
- Coordinate with multidisciplinary teams to ensure technical consistency.ย
- Supervise staff and support technical development.ย
- Lead or support proposals, cost estimates, and business development planning in California.ย
- Meet withย existing and potential clients to aid in business development efforts.ย
- Conduct field measurements and attend client/industry meetings as needed.ย
- Other duties as assigned.ย
Minimum Requirements:ย
- BA/BS in environmental science, engineering, atmospheric science, physics, math, or related technical field.ย
- 5-15ย years of relevant experience.ย
- Demonstrated experience preparing CEQAย documents and analyses,ย including airย qualityย andย climateย changeย analyses for transportation or infrastructure projects in California.ย
- Familiarity with California air district thresholds and CARB programs.ย
- Project management experience (small to midsize projects).ย
- Experience developing and executing business development plans.ย
- Strong analytical and technical writing skills.ย
- Ability to work independently and in team environments.ย
- Willingness to travel up to 25%.ย
Preferred Qualifications:ย
- Staff supervision experience.ย
- Extensive CEQA experience, including EIR preparation.ย
- Experience with EMFAC, MOVES, AERMOD, and health risk assessment modeling.ย
- Knowledge of NEPA and joint CEQA/NEPA documents.ย
- ArcGIS and/or data management/programming experience (e.g., Python, SQL).ย
- Active involvement in industryย orย technical committees.ย
