Summary
About the Position: Incumbent will perform a full range of budgetary duties associated with the planning, programming, budgeting, and execution of assigned programs.

  • Resolve budget discrepancies by identifying issues, implementing corrective actions, and coordinating with financial staff.
  • Develop comprehensive budgets for assigned programs by reviewing and interpreting guidance from higher-level entities.
  • Analyze financial data to identify trends, assess funding requirements, and support budget formulation.
  • Prepare budget schedules and justifications to support and defend budget requests to senior leaders and higher authorities.
  • Interpret and apply financial regulations and policies to ensure compliance in all budgeting activities.
  • Advise leadership on funding adjustments and reprogramming actions to maintain financial alignment with the Command's mission.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification within 2 years of appointment.

GS-07 Specialized Experience: One year of specialized experience which includes: (1) Collecting financial data to support budget formulation and execution within established guidelines; (2) Tracking expenditures to ensure compliance with approved budget allocations and identify potential discrepancies; (3) Preparing routine budget reports for review and approval by senior analysts; and (4) Reviewing budget requests to verify accuracy and consistency with organizational policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)

Superior Academic Achievement
: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. GS-09 Specialized Experience: One year of specialized experience which includes: (1) Verifying that budget requirements align with the organization's mission and goals by comparing them against established standards; (2) Identifying and analyzing discrepancies, funding shortfalls, or excesses in budget execution (3) Preparing financial reports using data collected from various sources; (4) and Providing preliminary advice and recommendations on budget-related issues to directorate staff to support financial decision-making. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as financial management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-11 Specialized Experience: One year of specialized experience which includes: (1) Conducting comprehensive analysis of financial data to ensure accurate reporting and execution within budget systems; (2) Developing budget schedules to support and defend funding requests for higher-level management review; (3) Interpreting financial regulations to ensure compliance with applicable policies during budget formulation and execution; (4) Monitoring budget execution to identify funding shortfalls and recommend necessary reprogramming actions; and (5) Providing technical advice to leadership on budgetary issues to support resource allocation and financial management strategies.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
