Summary:
HII - Mission Technologies is currently seeking an experienced Subcontracts Administrator to join our team! You will be responsible for the start-to-finish administration of major subcontracts to the company and managing high volume subcontracting activities that enable efficient operations and success of critical Warfare Systems Business Group programs.
This position is predominantly remote, though there may be occasions to work in person at a HII or customer facility. The specific weekly schedule will be discussed during the hiring process.

What You Will Do:
  • Responsible for managing complex subcontract agreements. This includes supporting the capture and proposal process through contract award and subcontract execution.
  • Prepares solicitation documents for complex procurements to include statements of work, terms and conditions, flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for procurement.
  • Responsible for negotiations of complex terms and conditions and pricing.
  • Serves as the focal point when bids are received, reviews both the technical and cost or price volumes, consults with technical staff, and resolves matters of disagreement between HII and subcontractors.
  • Ensures the receipt, accuracy, and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.
  • Working knowledge of government purchasing system requirements and Federal Acquisition Regulation (FAR) and other government regulations.
  • Competency in negotiations: agreement terms, conditions, pricing, and other government requirements.
  • Prepares price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution.
  • Maintains CPSR compliant subcontract files.
  • Reviews audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal procurement policies and procedures.
  • Prepares and presents briefings to staff and management on subcontracting matters; attends program leadership meetings to address questions or concerns of cross-functional areas.
  • Coordinates subcontracting activities with various internal and external sources.
  • Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
  • Provides guidance to less experienced Subcontract Administrators.
  • Must have a positive approach towards business management with ability to perform additional duties and responsibilities as assigned.

What We're Looking For:
  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Intricate, functional knowledge of CPSR compliance requirements.
  • Knowledge of and ability to negotiate multiple agreement types, to include FAR Part 12 and FAR Part 15.
  • Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), public law, commercial contract management principles.
  • Team oriented and highly collaborative, both within procurement and across all business functions, while also able to work independently.
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint.
  • Excellent verbal communication, presentation, and interpersonal skills.
  • Strong analytical abilities; detail oriented. Further, the successful candidate will possess the skills necessary to work independently, establish priorities, and meet deadlines with minimal supervision while working in a dynamic environment.
  • Ability to support several competing priorities at once.

Preferred Experience:
  • Ability to obtain Secret clearance.
  • Creative problem-solving skills within a CPSR compliant environment while maintaining established policies and procedures.
  • High comfort levels learning new software systems.
  • Experience with complex contracts and non-traditional projects, to include Other Transaction Agreements (OTAs).
  • Active participation in a CPSR within the past 3 years.
