Experienced Program Manager

Company:

The Boeing Company

The Boeing Defense, Space & Security (BDS) organization is seeking a highly motivated and experienced Program Manager located in Colorado Springs, Colorado. This role will report to the Tactical Satellite Communication (SATCOM) Program Director, and will have full authority for program execution of the Protected Tactical Enterprise Service (PTES) program for the U.S. Space Force.

PTES is a state-of-the-art integrated ground segment of the overall Protected Anti-jam Tactical SATCOM mission area for the Department of Defense. It will provide beyond line-of-site satellite-based anti-jam high data rate communications to US and Allied partners for tactical missions. PTES provides the mission management, key management, and modem capability to enable Protected Tactical Waveform (PTW) communication over Wideband Global SATCOM (WGS) satellites initially, with evolution to usage over Protected Tactical SATCOM (PTS) satellites and Commercial satellites in the future. PTES is a NDAA Section 804 program, which is a fast-paced rapid prototype program utilizing Agile software development and Agile program management.

Position Responsibilities:

  • Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports to achieve results.
  • Responsible for cost, schedule, technical, and risk management of the Protected Tactical Enterprise Service (PTES) program, and world-wide delivery of an advanced military satellite communications ground system to the U.S. Space Force.
  • The scope of work is cost-type development project leading a diverse team of 150+ equivalent personnel and management of program key external suppliers
  • Managing work at multiple locations across the US, including California, Colorado, Maryland, and Massachusetts.
  • Leading Agile teams aligned to Integrated Master Schedule program milestones with a DevSecOps tempo to deliver mission-ready capability through Continuous Integration and Continuous Deployment (CICD)
  • Working with the government customer to execute scope and cost to schedule and establish goals for each Program Increment, managing Backlog to achieve Mission Thread goals
  • Ensuring program meets all Cybersecurity requirements

This position is considered 100% on site. The candidate will have to work at the listed location or at the location of suppliers. There will be somewhat frequent travel to El Segundo as well.

This position requires an active U.S. Top Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active, SCI eligible)

Basic Qualifications (Required Skills/Experience):

  • Bachelor's degree or higher
  • 10 years experience in program management or large-scale projects
  • Experience in a leadership role, leading teams or projects to successful completion
  • Experience in working with software development processes including system development lifecycle (SDLC), Agile software development, SCRUM, Waterfall and continuous integration for software development in a program management capacity
  • Experience presenting to executive level leadership

Preferred Qualifications (Desired Skills/Experience):

  • A current Tier 5 (T5), formerly known as a Single Scope Background Investigation (SSBI), is preferred
  • Experience with satellite command and control (C2) ground systems
  • Experience in the implementation and use of Cloud-based systems
  • Experience in the implementation and use of DevSecOps
  • Experience in the implementation and use of Risk Management Framework (RMF)
  • Experience working with U.S. Army Space and Missile Defense Command (SMDC) on modem certification
  • Experience working with the National Security Agency (NSA) on cryptographic certification
  • Clear and concise written and oral communication of complex subjects to Boeing Executive leadership and at all levels of customer engagement.
  • Project Management Professional (PMP) certification
