Job description

Duties Description Under the direction of the Park Manager and Assistant Park Manager, the Park Supervisor 2 is responsible for planning, coordinating, and overseeing the maintenance and operations activities at Thompson's Lake Campground. The Park Supervisor 2's duties will include but are not limited to the following: Supervise and perform administrative duties in support of the facility; preparing various reports, including attendance, personnel, and work progress reports. Report any operational needs to management and submit regional work orders as needed.

Plan, schedule, and coordinate park events and routine programs. Creatine new programs and events and continue existing ones to enhance the camper experience. Work with park managers to develop an annual budget and monitor expenditures to stay within allocations.

Appropriately issue special use permits and work with outside organizations to utilize the park for public and private events. Create and manage work schedules. Ensure that all water safety programs, water monitoring programs, and HABS reporting protocols are in compliance.

Coordinate and document required safety training, equipment training, and ensure that all staff are familiar with the emergency response plan procedures. Monitor inventory and requisitions materials, tools, equipment, and supplies. During winter months, the Park Supervisor 2 will assist John Boyd Thacher State Park Managers with park administrative and clerical duties, will plan and implement campground maintenance and restoration projects with permanent employees, will assist in interviewing and hiring of seasonal employees.

Perform other related duties as assigned. Minimum Qualifications NY HELPS or 55-b/c Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).** To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Either 1

four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level; Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.

*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. If verifiable, we will accept and prorate appropriate part-time and volunteer experience. **For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ELIGIBLE LIST QUALIFICATIONS: Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list. REASSIGNMENT QUALIFICATIONS: Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming.

You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Additional Comments OPERATIONAL NEEDS: Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. Must be willing and able to work a flexible schedule; will be required to work holidays, weekends, and an occasional evening. Ability to communicate in writing and to read and comprehend written material.

Must be able to successfully delegate tasks to subordinate staff members and follow up on those tasks to ensure they are completed in a manner consistent with good work practice. Must be proficient with computer programs such as Microsoft Word, Excel, and Outlook. Must have strong communication and organizational skills.
