The Operations Manager position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). The Operations Manager serves as Deputy Program Manager and is responsible for managing the technical and administrative direction for the Transportation Infrastructure Project delivery program to support Department's transportation planning, environmental, utilities, right of way, design and construction projects throughout the District of Columbia.
Supervises a team of DDOT and consultant staff to provide a continuum of Transportation Infrastructure Project Delivery services during the DDOT project development cycle from project conception to project planning to construction projects, allowing them to proceed on schedule. The Operations Manager reports to the Infrastructure Project Management Administration (IPMA) Program Manager for all aspects of Transportation Infrastructure Project Delivery responsibilities as described in the DDOT Standards, ensuring that Transportation Infrastructure Project Delivery responsibilities comply with Federal and District laws as well as meet project budget and schedule constraints. The Operations Manager seeks process innovation by consulting with other major cities and urban areas regarding their processes and procedures for providing services in support of transportation infrastructure projects.
Duties and Responsibilities
Incumbent is instrumental in transforming DDOT's administrative activities from transactional processing to strategically focused business lines that directly support DDOT's and subordinate administration's mission. As a member of DDOT's management, the incumbent will lead implementation of organizational planning and restructuring, training, and Individual Development Plan's (IDP's); procurement including acquisitions, competitive sourcing, E-Government tools; integration of budget and organizational performance goal and improved financial performance within an assigned organizational oversight of Customer Service activities; fleet activities; facilities; and asset management (inventory, IT, equipment, etc.).
Incumbent is responsible for integrating administrative activities to achieve breakthrough efficiencies by coaching and motivating staff professionals to excel in creating positive solutions to improve service delivery. Incumbent works with counterparts throughout DDOT to build and sustain best practices in all administrative management areas. Incumbent plans, designs, and oversees implementation and evaluations of all DDOT administrative programs, working closely with senior management and supervisors in the operational areas including funding requests, pricing, collection development, market planning, and strategic planning and information dissemination programs. Incumbent formulates program initiatives, strategies, and policies necessary to reach DDOT goals and objectives. Develops and maintains coordination and lines of communication with other District agencies, ANCs, City Council offices, Federal departments, and agencies at the local, regional, and national levels for special assignments and to serve on interagency working groups and task forces.
Performs liaison with Federal agencies, state, and local governments, industry representatives and professional associations to enhance understanding of DDOT's transportation environment and to foster strong client, partner, and vendor relationships. Participates in the development of strategic and operational plans with senior management, as well as program partners and constituencies. Analyzes proposed changes in operations and assesses the impact on program requirements. Develops information and prepares special or recurring reports and studies relating to the specific areas of responsibility for management use. Keeps abreast of trends and changes affecting key program areas and advises other managers of potential future challenges. Provides management with options and recommendations for effective operations. Advises as to regulatory and legal requirements that may affect the programs. Leads or participates in meetings to promote acceptance of new programs and management initiatives
Qualifications and Education
Specialized Experience: Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Undergraduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, procurement, financial, legal, or other fields related to the position preferred.
Licenses and Certifications
Must possess and maintain a valid driver's license and have an acceptable driving record.
Working Conditions/Environment
Work is primarily conducted in an office setting.

Tour of duty: Varies- Incumbent may be required to work weekends, evenings, and in on-call situations.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
