Real Estate Consultant - JLLWhat this job involves:

As a Senior Analyst on JLL's Public Institutions (PI) team, you'll support the Air Force's Enhanced Use Lease (EUL) program in a hybrid project/portfolio-advisor role-keeping a portfolio of existing projects on track and serving as a trusted real estate and financial advisor to the Air Force as it grows its portfolio through new transactions. The Air Force uses its EUL program to lease underutilized government land to private developers for community-facing projects that benefit both the installation and the surrounding community-a leading example of a federal Public-Private Partnership (P3). The Air Force's EUL portfolio includes projects spanning multiple asset classes at Air Force installations nationwide.

What sets JLL apart is our deep institutional knowledge of federal real estate as well as our culture of collaboration, locally and across the globe, which you'll experience as you act as the connective tissue between Air Force installations, Air Force leadership, and private developers-keeping projects compliant, financially sound, and moving forward.

What your day-to-day will look like:
  • Managing a portfolio of EUL projects across multiple Air Force installations nationwide, monitoring performance against KPIs and tracking construction, financial, property, and operational progress to ensure projects stay on schedule and meet objectives.
  • Serving as a trusted advisor to Air Force stakeholders by interpreting lease and transaction documents in alignment with Air Force policy, and providing strategic guidance through both existing and new transactions.
  • Reviewing transaction documents, plans, reports, and studies prepared by the Air Force, other agencies, or private parties, assessing their conclusions and providing recommendations that inform decision-making.
  • Managing approval and disapproval packages, proposals, and reports from creation through sign-off at the appropriate level of the chain of command, ensuring accuracy and compliance at every stage.
  • Preparing and delivering briefings, training sessions, and strategy meetings to align stakeholders, resolve controversial matters, and build cooperation across diverse groups including Air Force leadership, installation personnel, and private developers.
  • Maintaining and managing portfolio databases to ensure data accuracy, organization, and accessibility, while translating that data into clear, compelling dashboards, reports, and visualizations that make complex information actionable for stakeholders.
  • Training stakeholders on EUL policies, best practices, and portfolio-management tools, and contributing to new initiatives that improve program efficiency and effectiveness.
Required Qualifications:
  • Bachelor's degree in business, finance, government, public policy, real estate, or a related field.
  • 2-5 years of relevant professional experience in project management, real estate, consulting, or a related field.
  • Strong project-management, strategic-thinking, organizational, and client-relationship skills with proven ability to manage multiple priorities simultaneously.
  • Excellent written and verbal communication skills with the ability to present information clearly, concisely, and professionally to diverse audiences including senior government officials and private sector partners.
  • Experience managing databases and presenting data effectively through dashboards, reports, or visualizations using tools such as Excel, Power BI, or similar platforms.
  • Self-motivated with demonstrated initiative to take action, solve problems independently, and collaborate effectively as part of a fast-paced team.
  • Advanced proficiency with Microsoft Office Suite, particularly Word, PowerPoint, and Excel, with the ability to create professional deliverables and complex financial models.
Preferred Qualifications:
  • Background in financial analysis, real estate transactions, military operations, or federal consulting.
  • Familiarity with federal real estate operations, Public-Private Partnerships (P3), or Government contracting processes and regulations.
  • Experience interpreting transaction documents, leases, or complex legal agreements in a professional setting.
  • Understanding of Air Force or Department of Defense operations, policies, or organizational structure.
  • Exposure to commercial real estate development, property management, or portfolio management.
Location:

Hybrid (San Antonio, TX or Washington, DC) - Onsite 1-2 days per week with up to 25% travel to Air Force installations nationwide.
