POSITION SUMMARY

The Federal Programs Manager (Federal Government Contracts) serves as Tate Computer Systems, Inc. (dba Itonyx)'s designated Federal Government Contracts Program Manager of Record and primary point of contact with the Federal Government Contracts Program Management Office (PMO). Reporting to the Chief Operating Officer, this position provides strategic leadership, contract governance, operational oversight, compliance management, and business growth support for the company's Federal Government Contracts portfolio.


ROLE SUMMARY

Serves as Tate Computer Systems, Inc. (dba Itonyx)'s designated Federal Government Contracts Program Manager of Record, providing leadership, governance, compliance oversight, and operational management for the company's Federal Government Contracts portfolio, including NASA SEWP VI Category A and Category C contract activities.


KEY RESPONSIBILITIES

Program & Contract Governance

• Serve as the primary and authorized point of contact with the Federal Government Contracts PMO.

• Coordinate ongoing engagement with the CHRM team; attend mandatory Program Manager meetings and training sessions.

• Maintain Active Status and contract compliance requirements.

• Manage NASA SEWP VI Category A and Category C operations under a unified governance model.

Operations & Compliance

• Oversee RFQ operations, task-order execution, reporting, dashboards, risk management, and customer satisfaction.

• Ensure FAR, NFS, C-SCRM, audit-readiness, and Fair Opportunity compliance.

Cross-Functional Coordination & Growth

• Coordinate with Contracts, Compliance, Operations, OEMs, distributors, and Business Development teams.

• Support growth initiatives and future federal contract expansion.


QUALIFICATIONS

Required

• Bachelor's degree in Business Administration, Information Technology, Public Administration, or related field (equivalent federal contract management experience may be considered).

• Minimum 5–7 years of federal contract or program management experience, ideally supporting GWACs, IDIQs, BPAs, or other federal acquisition vehicles.

• Working knowledge of Federal Government Contracts or comparable government-wide acquisition contracts and federal procurement practices.

• Demonstrated knowledge of the Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS).

• Experience managing compliance programs, reporting requirements, audits, and customer relationships within a federal contracting environment.

• PMP certification preferred; strong candidates actively pursuing PMP certification may be considered.

Preferred

• Prior Federal Government Contracts experience; experience serving as a Program Manager, Deputy Program Manager, Contracts Manager, or GWAC lead.

• Knowledge of Cybersecurity Supply Chain Risk Management (C-SCRM) requirements and federal cybersecurity compliance initiatives.

• Familiarity with ISO 9001:2015 quality management principles.

• NCMA certifications (CPCM, CFCM) or equivalent contract management credentials.

• Experience supporting both product-based and services-based federal contract vehicles.

• Experience guiding contract onboarding, compliance programs, and operational readiness initiatives for federal contracts.

Skills

• Strong leadership, stakeholder management, communication, organizational, and executive reporting skills.

• Ability to manage multiple priorities, workstreams, and cross-functional teams in a fast-paced GovCon environment.


WORKING RELATIONSHIPS

Reports to the COO / Executive Sponsor. Works closely with executive leadership, Contracts Manager, Compliance Lead, Deputy Program Manager, Operations, OEM partners, customers, and the Federal Government Contracts PMO.
