Purpose of Announcement
EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL TWO (2) CURRENT EAST JEFFERSON VACANCIES IN THE DEPARTMENT OF BUILDING PERMITS.
This employment list will also be used for future EAST AND WEST Jefferson vacancies in this Department as they occur.
Kind of Work
Technical work in the examination of construction plans and blueprints for residential or commercial construction, alterations, and renovations for compliance with the Parish building code, zoning, and related Parish ordinances and the subsequent issuance of building permits. Receives applications for residential building permits; assists applicants in application completion; provides zoning, permit, code and fee information to the public, property owners, contractors, developers, architects, engineers and other interested parties. Consults with architects, engineers, contractors and others regarding projects. Issues permits for renovations, new residential as well as zoning matters such as fences, demolition, dumpsters, garage sales, temporary uses and other Parish regulated activities as assigned. Confirms legal descriptions for building, plumbing, electrical and mechanical; checks and authorizes form, top of slab, and FEMA finished construction elevation certificates. Keeps abreast of records of all building permit applications and maps indicating new streets, buildings and addresses. Maintains records of the current Jefferson Parish Zoning, Council Studies, and Interim Regulations for reference, ensuring permits are issued in compliance with these regulations. While primary work location upon hire is East or West Jefferson, employee may be required to report to and work at either location as directed.
Employees will be required to obtain certification by the International Code Council (ICC) as a Residential Plans Examiner or Building Plans Examiner prior to the completion of their probationary period.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate but not to exceed the listed salary range.
Minimum Qualifications For Admission to Examination
Meets one of the following four options:
I. Completion of high school and at least three (3) years of work experience as a general construction contractor, building construction superintendent, architectural designer/draftsperson, or technical inspector/reviewer of residential or commercial construction plans.
OR
II. Possession of an accredited Associate's degree (or above) in civil engineering, construction management, architectural drafting/design, or a closely related concentration.
OR
III. Current employment with Jefferson Parish and permanent civil service status as a Building Inspector I, Electrical Inspector I, Plumbing Inspector I, or Mechanical Inspector I.
OR
IV. Current employment with Jefferson Parish and permanent civil service status as a Permit Technician; plus, current certification by the International Code Council (ICC) as a Building Plans Examiner.
PREFERRED: Current certification by the ICC as a Residential Plans Examiner or Building Plans Examiner is preferred.

JEFFERSON PARISH CIVIL SERVICE BENEFITS
Vacation (Annual Leave)
Employees accumulate one half day of paid vacation for every two weeks worked.
Leave accrual rates increase with years of service. Any unused annual leave is
usually paid upon separation from Parish Employment.
Sick Leave
Employees accumulate one half day of paid sick leave for every two weeks worked.
Sick leave is available for personal illness, injury or medical consultations.
Holidays
Nine paid official holidays are observed, plus any holidays declared by Parish Officials.
Life Insurance
All regular employees receive a life insurance policy equal to one year's salary.
Extra insurance may be purchased.
Medical Insurance
An HMO medical insurance plan is avalable for employees and their
dependents. Jefferson Parish pays 80% of the premium for employees and 50% of
the premiums for dependents.
A Flexible Benefits Plan
Employees have the opportunity to save money by paying for health
insurance and optional insurance with pre-tax dollars. A Flexible Savings
Account for Medical Expenses and Dependent Care is also available.
Retirement
Most regular employees belong to the Parochial Employees' Retirement
System instead of the Social Security System. For employees hired after
January 01, 2007, a pension calculated at 3% of salary per year of service
is provided upon retirement at age 67 with 7 years of service, age 62 with
10 years of service, or age 55 with 30 years of service.
Tenure Payment
Employees are paid $25 per year of service in December of each year.
Employees must have worked two years before the first check is paid.
Deferred Compensation Plan(457b plan)
Similar to 401K programs, the 457b Deferred Plan allows employees to defer
up to $14,000 of pretax income each year to supplement retirement savings.
Pre-tax contributions can be cashed in upon retirement or termination without
penalty. This plan is provided by Nationwide Retirement Solutions 1-877-677-3678.
Special leaves of absence for military service, maternity leave, etc.
