Who We Serve

North Bay Regional Center provides advocacy, services, support and care coordination to children and adults diagnosed with intellectual and developmental disabilities and their families in Napa, Sonoma and Solano counties.


North Bay Regional Center serves over 13,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties. Guided by our NBRC Mission and Values to assist people with developmental disabilities to obtain the services and support needed to live as others do in the community, NBRC has established Strategic Goals to guide our efforts in focused areas: employment, independence, community access and family supports.

DEFINITION:

Under the direction of the Quality Assurance Supervisor, the Quality Assurance Monitor works as part of the Quality Assurance Team and is responsible for monitoring and evaluating the regional center’s vendor service providers including residential, day program, supported living, professional and other vendor service providers. The Quality Assurance Monitor determines service provider compliance or non-compliance with contracts, Title 17 California Code of Regulations, Home and Community Based Services Waiver (Medicaid Waiver) program requirements and NBRC Best Practices. The Quality Assurance Monitor is responsible for investigation of complaints and necessary follow-up; development of corrective action plans, technical assistance plans, vendor and staff training, analysis of special incident reports and implementation of NBRC’s Quality Assurance Plan.


NATURE OF WORK:

The majority of duties are performed in the office and out in the community. The Quality Assurance Monitor must have reliable transportation and be able to travel locally and out-of-town regularly. This position requires travel throughout the 3-county service area. The ability to read, write and comprehend large amounts of written material, use the telephone and communicate via electronic mail is required on a daily basis. Excellent oral and written skills are essential, including the ability to clearly and firmly convey agency standards and policies; good teaching/training skills; ability to relate with persons of varying socioeconomic and educational levels; good problem-solving skills and ability to remain calm in situations of conflict.


EXAMPLES OF WORK:

The Quality Assurance Monitor is responsible for consultation, evaluation and monitoring of support services which may include transportation services, day programs, day care, respite, and infant stimulation. Responsibilities may include provider training, review of program designs, facility and program reviews and follow up on investigations of alleged program problems.

Requirements:

MINIMUM EDUCATION AND EXPERIENCE:

Completion of a Master's Degree in education, special education, social work or a related field. Two years experience after graduation in the field of developmental disabilities including some experience in the area of program evaluation and monitoring.

OR

Two years experience in a position at a Regional Center involved with program evaluation and monitoring.

OR

A Bachelor’s Degree in a related field and four years experience in the above areas may substitute for a Master's Degree.

Minimum qualifications may be waived depending on the agency need for specialized skills (such as language abilities).


KNOWLEDGE AND ABILITIES:

Knowledge of a wide variety of community resources; knowledge of the use of social science findings, research methodologies, planning models and technological methods of data analysis; knowledge of basic needs and approaches of work with people with Developmental Disabilities; ability to initiate activities and stimulate others to cooperate; ability to develop plans and evaluate alternative solutions to various community organization problems; ability to work independently; ability to write and speak effectively; ability to work effectively with a variety of agencies and individuals.


SPECIAL REQUIREMENTS:

Fluency in a language in addition to English is desirable and may be required.

Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.

Flexibility in work hours is required to meet needs of the regional center constituency.


A note regarding NBRC’s expectations regarding remote, hybrid, and home-based work…

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. Candidates for employment must live within commute distance to their preferred NBRC office, as well as the geographical location of their assigned clients. While 100% remote work is not available to NBRC employees, a hybrid work arrangement with a blend of in-office and home-based work may be available for new employees after successfully demonstrating achievement of performance expectations following at least 3 months of in-office work.
