Position Overview
Halvik is seeking an experienced Business Analyst / QA Lead to support a high-visibility federal data modernization program focused on migrating a large-scale enterprise reporting and analytics environment from legacy Oracle technologies to a modern cloud-based data platform utilizing Databricks and Tableau.
This role is responsible for leading functional analysis, validation, test coordination, and operational readiness activities necessary to support the successful migration of mission-critical dashboards, reports, and data products. The Business Analyst / QA Lead will work closely with technical architects, BI developers, data engineers, and government stakeholders to ensure migrated reporting capabilities maintain functional integrity, operational continuity, and business usability.
This is a highly collaborative delivery role operating at the intersection of business operations, data analytics, testing, and Agile software delivery. The ideal candidate brings strong experience supporting enterprise reporting or data modernization programs, coordinating User Acceptance Testing (UAT), facilitating stakeholder engagement, managing functional requirements and traceability, and driving quality assurance processes.
The Business Analyst / QA Lead will play a critical role in helping the program maintain migration velocity while ensuring report accuracy, usability, stakeholder alignment, and successful transition from legacy reporting capabilities to the new Tableau and Databricks ecosystem. This role will support coordination across multiple stakeholder organizations, including public and government business users and IT support teams.
Excellent communication, facilitation, analytical, and organizational skills are essential. The ideal candidate must be comfortable engaging both technical and non-technical stakeholders, coordinating across multiple Agile workstreams, and translating complex technical changes into clear functional impacts, testing strategies, and operational outcomes.
Core Responsibilities
  • Lead functional analysis and validation activities supporting migration of enterprise dashboards, reports, and analytical capabilities from OBIEE to Tableau.
  • Coordinate User Acceptance Testing (UAT) activities across multiple stakeholder groups, including development of test scenarios, test coordination processes, defect tracking, retesting, and acceptance workflows.
  • Partner closely with technical architects, BI developers, and data engineers to validate report functionality, calculations, data mappings, filters, drilldowns, and business logic throughout the migration lifecycle.
  • Work directly with government stakeholders, business users, and O&M teams to understand current report behavior, validate migrated functionality, and document operational and functional requirements.
  • Support report rationalization and migration governance activities, including report inventory analysis, migration tracking, dependency identification, and documentation of approved variances or functional decisions.
  • Develop and maintain requirements traceability artifacts, functional documentation, test cases, test plans, validation matrices, user guides, and operational support documentation.
  • Support operational readiness, training coordination, knowledge transfer activities, and transition planning to ensure successful adoption and long-term sustainability of the new platform.
  • Identify functional risks, quality concerns, testing gaps, usability issues, and stakeholder alignment challenges, and work proactively with program leadership and technical teams to drive resolution.
  • Establish and promote disciplined QA and validation processes aligned with customer expectations, Agile delivery practices, federal quality standards, and Halvik delivery methodologies.
  • Serve as a trusted liaison between business stakeholders and technical teams, helping ensure modernization activities preserve business value while enabling scalable future-state capabilities.

โ€ข Minimum Requirements
  • BS degree in Information Systems, Business Analysis, Computer Science, Data Analytics, Engineering, or another related technical or business discipline.
  • Ability to obtain and maintain a Public Trust clearance.
  • 7+ years of experience supporting large-scale IT modernization, software delivery, reporting, analytics, or enterprise data programs.
  • Demonstrated experience supporting User Acceptance Testing (UAT), QA coordination, requirements analysis, defect management, and functional validation activities.
  • Experience working on Agile software development or modernization programs using Scrum or comparable Agile methodologies.
  • Strong understanding of business intelligence (BI), reporting systems, dashboards, data warehouses, ETL/data integration concepts, and enterprise analytics environments.
  • Experience coordinating across technical and business stakeholder groups in complex, multi-team delivery environments.
  • Ability to analyze and validate complex report behavior, business logic, calculations, filters, data transformations, and functional requirements.
  • Experience developing test plans, test cases, validation documentation, requirements traceability matrices, process documentation, and operational support materials.
  • Strong communication, facilitation, analytical, organizational, and problem-solving skills.
  • Ability to communicate effectively with both technical and non-technical audiences and facilitate productive discussions around requirements, defects, priorities, risks, and operational impacts.
  • Experience supporting delivery quality, operational readiness, stakeholder alignment, and customer satisfaction within federal IT environments.

Preferred Expertise
  • Experience supporting migration from legacy BI/reporting platforms such as OBIEE to Tableau, Power BI, or comparable modern visualization platforms.
  • Familiarity with technologies such as Tableau, OBIEE, Databricks, Oracle Data Warehouse, Informatica, AWS, Azure, data lakes, medallion architecture, Delta Lake, or comparable analytics modernization technologies.
  • Experience supporting federal data modernization, reporting modernization, or analytics transformation initiatives.
  • Experience validating enterprise dashboards, KPIs, regulatory reporting, or operational analytics solutions.
  • Familiarity with SQL and ability to perform basic data validation and analysis activities.
  • Experience using Jira, Confluence, or comparable Agile lifecycle management tools.
  • Experience supporting training, knowledge transfer, operational transition, or organizational change activities.
  • Certified Scrum Master (CSM), CBAP, Agile, Tableau, or related certifications.
  • Experience leveraging AI-assisted tools to support documentation, analysis, testing, or delivery acceleration activities.
