Position Summary
The Board Services & Records Manager serves as the Division's administrator for School Board services, public records management, and Freedom of Information Act (FOIA) compliance. The position provides executive-level administrative support to the School Board and Superintendent while ensuring the integrity, accessibility, retention, and lawful disposition of official Division records.
The Board Services & Records Manager coordinates School Board operations, serves as the Division's FOIA Officer, administers the records management program in accordance with the Virginia Public Records Act and Library of Virginia requirements, and supports organizational transparency through accurate records management and timely public access to information.
This position requires exceptional judgment, confidentiality, organization, and knowledge of Virginia laws governing public meetings, public records, and governmental transparency.

Essential Responsibilities
School Board Services
  • Serves as Clerk to the School Board and provides executive-level administrative support to the School Board and Superintendent.
  • Coordinates preparation, publication, and distribution of School Board meeting agendas, supporting materials, and official Board packets.
  • Attends all regular, special, work session, and committee meetings of the School Board as assigned.
  • Records, prepares, and maintains accurate official minutes of School Board meetings.
  • Maintains official School Board records, resolutions, policies, and historical documents.
  • Coordinates School Board member onboarding, orientation, travel arrangements, conference registrations, reimbursements, and related logistics.
  • Serves as the Division's liaison with the Virginia School Boards Association (VSBA) regarding Board governance, training, conferences, and administrative matters.
  • Assists with School Board elections, appointments, recognitions, and ceremonial activities as assigned.

Freedom of Information Act (FOIA) Administration
  • Serves as the Division's designated Freedom of Information Act (FOIA) Officer.
  • Coordinates the receipt, tracking, review, and timely response to requests for public records in accordance with the Virginia Freedom of Information Act.
  • Maintains comprehensive records of FOIA requests, responses, exemptions, and related documentation.
  • Collaborates with Division leadership and legal counsel to ensure legally compliant responses to public records requests.
  • Advises administrators and employees regarding FOIA requirements, records disclosure, exemptions, and best practices.
  • Develops procedures and provides training to Division employees regarding FOIA compliance.

Records Management
  • Administers the Division's comprehensive records management program.
  • Develops and maintains procedures for the creation, maintenance, retention, storage, retrieval, and lawful destruction of official Division records.
  • Ensures compliance with the Virginia Public Records Act, Library of Virginia Records Retention Schedules, and applicable federal and state laws.
  • Coordinates secure destruction of records in accordance with approved retention schedules.
  • Oversees archival records and historical documents.
  • Assists departments with records organization, retention, and records disposition procedures.

Student and Personnel Records
  • Coordinates processing of subpoenas, court orders, and requests involving student and personnel records.
  • Ensures confidentiality of student and employee information in accordance with FERPA, applicable personnel laws, School Board policies, and Virginia regulations.
  • Coordinates retrieval and secure transfer of official records when appropriate.

Compliance and Governance
  • Monitors changes to Virginia laws, regulations, and administrative guidance affecting School Board governance, FOIA, records management, and public access to information.
  • Develops administrative procedures supporting legal compliance.
  • Assists with annual policy updates related to records management and public information.
  • Supports internal and external audits involving official records.

Communication and Customer Service
  • Provides exceptional customer service to Board members, employees, parents, attorneys, governmental agencies, and members of the public.
  • Responds professionally to inquiries regarding Board operations, public records, and administrative procedures.
  • Communicates effectively while maintaining confidentiality and professionalism.

Technology and Information Management
  • Utilizes electronic records management systems, document imaging systems, Google Workspace, Microsoft Office applications, Board management software, and other technologies to manage information efficiently.
  • Supports continuous improvement of digital records management practices.
  • Maintains electronic databases supporting Board services and records management.

Other Responsibilities
  • Performs other duties and assumes additional responsibilities as assigned by the Superintendent to support the mission and operational needs of Prince George County Public Schools.

Minimum Qualifications
  • Bachelor's degree in Public Administration, Business Administration, Records Management, Legal Studies, Information Management, Education, or a closely related field preferred.
  • Minimum of three (3) years of progressively responsible experience in School Board administration, records management, legal administrative support, FOIA administration, public administration, or a closely related field.
  • Demonstrated experience maintaining confidential records and interpreting legal or regulatory requirements.
  • Valid Virginia driver's license.
  • Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.

Preferred Qualifications
  • Experience working in a Virginia public school division or other governmental agency.
  • Certification or training in Records Management, Information Governance, FOIA Administration, or Public Administration.
  • Experience utilizing Board management software and electronic records management systems.
  • Knowledge of Virginia School Boards Association governance practices.
  • Experience coordinating public meetings and official governmental records.

Terms of Employment
This position is a full-time, exempt professional support position with a twelve-month (260-day) work calendar. Salary and benefits shall be established annually by the Prince George County School Board in accordance with the approved Pay Grade 7016 and applicable School Board policies and administrative regulations.
Evaluation
Performance shall be evaluated annually by the Superintendent in accordance with the Prince George County Public Schools performance evaluation system and applicable School Board policies.
