Job description

Pricing Manager – Federal Contracts This is a fully remote position; however, candidates must reside within the Eastern Time Zone/East Coast region to support business operations, collaboration requirements, and periodic in-person meetings. Approximately 10% travel may be required to support customer engagements, leadership meetings, and Business Development activities. Position Summary The Pricing Manager is responsible for leading and managing all aspects of pricing, cost proposal development, and pricing strategy in support of federal government solicitations.

This position develops compliant, competitive, and financially sound pricing solutions across multiple contract types while coordinating with internal stakeholders, and teaming partners to ensure timely and accurate proposal submissions. This position reports directly to the Director of Contracts. Key Responsibilities * Lead analysis and development of compliant proposal cost volumes including cost narratives and cost/price proposals in response to Requests for Quotations (RFQ) and Requests for Proposals (RFP) requirements and develop ancillary pricing requests for active contract modifications as needed.

* Develop and maintain detailed cost models, pricing templates, and financial analysis tools to support proposal efforts and program execution. * Perform direct labor benchmarking and market analysis to support competitive labor pricing strategies. * Conduct price-to-win (PTW) analysis and pricing strategy evaluations.

* Coordinate proposal pricing efforts, including: * Formal RFQ issuance and tracking for teaming partner pricing submissions * Collection, review and FAR-based pricing/cost realism documentation of labor rates from teaming partners * Leading Green Team reviews with leadership to include pricing assumptions, preparation of project income statements with varying levels of profitability in accordance with CFO policy, and validation of supporting documentation for submission * Collaborate with external Pricing consultants when required * Cost/Price proposal submission with Proposal Coordinators * Cost/Price compliance reviews * Manage pricing activities across all contract types * Develop and maintain labor category/pricing details in a centralized location (i.e., SharePoint) to maximize information sharing for future proposals. Required Qualifications * Bachelor's degree in finance, accounting, business administration, economics, or related field. * 7+ years of demonstrated experience in Federal contract pricing and cost proposal development including development of cost narratives, basis of estimates, cost models, labor benchmarking analysis, PTW assessments, and use of external pricing tools (i.e., ERI).

* Demonstrated supervisory experience for junior pricing staff. * Strong working knowledge of FAR, DFARS, CAS, and government procurement regulations related to pricing and cost proposals. * Experience managing pricing efforts involving external teaming partners and for all contract types.

* Understanding of Service Contract Labor Standards (SCLS), Collective Bargaining Agreements (CBA), escalation methodologies, and labor category mapping. * Advanced Microsoft Excel skills (i.e., complex formulas, pivot tables, and financial modeling). * Strong analytical, organizational, and communication skills.

* Ability to manage multiple proposal efforts and deadlines simultaneously. * US Citizenship  * Ability to obtain a secret clearance verifiable in DISS. Preferred Qualifications * Experience supporting NAVSEA, DoD, or other federal agency contracts.

* Experience with pricing/proposal software and ERP/accounting systems. * Experience supporting large IDIQ vehicles and GWACs (i.e., GSA MAS, and/or SeaPort NxG). Furthermore, your role will extend to performing other related duties as assigned, making your contribution to Sayres versatile and dynamic.
