JOB DESCRIPTION             

JOB TITLE:PSM COORDINATOR

AREA OF USE:WACO PREPARED FOODS FACILITY (Waco, Texas)

SUMMARY

Absence of any related duties or functions in this document does not imply that incumbent may be exempt from assignments required to support production.  The primary responsibility of this position is to ensure external areas are maintained in a clean, safe, and presentable manner.

ESSENTIAL DUTIES & RESPONSIBILITIES include the following.  Other duties may be assigned as production demands may require.

GENERAL SUMMARY: 

The plant PSM Coordinator will function as the liaison between the Corporate PSM Department and the plant’s refrigeration department, ensuring that the program is fully compliant with the OSHA 1910.119 PSM Standard.

ESSENTIAL DUTIES & RESPONSIBILITIES: 

  • Ensure that PHA and Compliance Audit recommendations are addressed in a timely manner.
  • Validate that annual visual inspections are done in a timely manner.
  • Ensure that Standard Operating Procedures and P&ID’s are maintained for all of the equipment in the system and that the operating procedures and P&ID’s are recertified annually.
  • Verify/write equipment specific LOTO procedures for all refrigeration equipment in the system.
  • Verify Hot Work, Line Break and Confined Space Entry paperwork is filled out and that proper procedures are followed.
  • Interview all contractors who will be working on or near the refrigeration system to ensure: a) That Corporate PSM or site safety manager has their contractor safety information, b) That all employees of the contractor that will be working on site have been through the Safety Department’s Contractors Safety training program, c) All welding certificates for that particular job are on file, and d) Weld examinations are scheduled for that particular job.
  • Management of Change a) Initiate the Management of Change form
  • When the new equipment is installed they will: a) Obtain a sketch of the installation to add to the P&ID’s. b) Assist Operations with the development of the SOP’s and LOTO procedures for the new equipment. c) Complete the Equipment Information sheet for the new equipment. d) Tag all new valves, label all new pipe and label all new equipment e) Work with the Corporate PSM Department to update the Equipment List, SRV Data Sheet, Valve List and Inventory Calculation f) ensure that the plant has u1a sheets for all new vessels.
  • Organize the Pre-Startup Safety walk-through meeting and fill out the Pre-Startup Safety Review paperwork to insure that the system has been installed in a safe manner and is ready to operate prior to startup. Follow up on all outstanding issues.
  • Work with Corporate PSM Managers on Incident Investigations and follow up on all related recommendations.
  • Ensure Refrigeration Equipment PMs are implemented in SAP and all follow-up paperwork is documented.
  • Participate in any OSHA/EPA audits of PSM/RMP for the site.
  • Keep and file all PSM/RMP documentation in an organized manner.

BASIC SKILLS & EXPERIENCE:

  • Minimum 1 year directly related experience
  • Knowledge of OSHA 1910.119 PSM Standard
  • Knowledge of Microsoft Word and Excel, some knowledge of SAP software helpful
  • Knowledge of basic Standard Operating Procedures
  • Ability to communicate effectively
  • Ability to work fractions, ratios and percentages
  • Ability to solve problems effectively and efficiently through standard procedures
  • Ability to work independently and implement proper procedures as required
  • Ability to withstand routine exposure to cold temperatures

EDUCATION AND/OR EXPERIENCE:

1-2 years of specialized/vocational training or college coursework beyond high school

LICENSE AND CERTIFICATION REQUIRED:

None

TRAINING REQUIREMENTS/METHODS:

All employees are required to attend employee and safety orientation prior to performing the above duties.  Once the employee completes this training they will be assigned to a Supervisor who will further orient the employee to the workplace, introduce him/her to employees and other supervision, demonstrate work assignment and explain ingress and egress procedures to and from work station.  A training buddy may be assigned to new employees for a period to assist in further training and indoctrination.

TRAINING RESPONSIBILITIES:

Those responsible for training and indoctrination may include:  personnel representatives, safety director, supervisors, and lead workers.

METHOD OF TRACKING EMPLOYEE PROGRESS:

The supervisor is accountable for tracking employee progress and performance.

EXIT TRAINING FOR MEASURING TRAINING EFFECTIVENESS:

A specific probationary period is assigned to all employees hired to evaluate employee effectiveness and performance.  At the end of this period the supervisor will evaluate the job performance of each new employee utilizing current forms and procedures in effect at that time.  The employee will be rated and evaluated on essential work duties listed above as well as attendance, tardiness, interaction with co-workers and management, attitudes and work actions.  Unacceptable performance of duties and disciplinary actions will be documented on corrective action reports and appropriate personnel records.  Absent any negative actions, the employee may be eligible for a wage increase according to the wage and salary policies in effect at that time.

The majority of the work performed by the employee will be done outdoors, and there will be frequent exposure to the elements (heat, cold, humidity, rain, etc.) The employee is occasionally exposed to risk of electrical shock and vibration.  The noise level in some of the work environments can be very loud.
