Environmental Health & Safety (EHS) Manager

Central Texas Full-time

Job Description

The EHS Manager is responsible for developing, implementing, and enforcing all environmental, health, and safety programs for the turnkey engineering, procurement, construction, commissioning, and turnover of two 21,000-ton central chiller plants. This role ensures compliance with OSHA, EPA, TCEQ, local AHJ requirements, and owner safety standards throughout all project phases.

Duties & Responsibilities
  • Develop, implement, and maintain the Project-Specific Environmental Health & Safety Plan (EHSP)
  • Enforce OSHA standards (29 CFR 1910 & 1926) and applicable Texas safety regulations
  • Lead hazard identification, Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and Safe Work Method Statements
  • Oversee site safety for high-risk activities including heavy lifts, crane operations, confined spaces, hot work, and electrical work
  • Ensure compliance with EPA, TCEQ, and local environmental regulations including SWPPP and SPCC plans
  • Conduct site-specific safety orientations and deliver ongoing safety training and toolbox talks
  • Review and approve subcontractor safety programs and environmental plans
  • Maintain accurate EHS documentation, logs, permits, and records and prepare weekly/monthly performance reports
Required Qualifications
  • Bachelor's degree in Environmental Health & Safety, Occupational Safety, Environmental Engineering, Construction Management, or related field
  • Minimum 7–10 years of EHS experience on large industrial or commercial construction projects
  • Proven experience supporting turnkey or EPC projects involving mechanical, electrical, and heavy equipment installation
  • Strong working knowledge of OSHA, EPA, TCEQ, NFPA, and local Texas AHJ requirements
  • CSP, ASP, CHST, or equivalent safety certification preferred
  • Experience with central utility plants, chiller plants, or large MEP infrastructure preferred
