Position Overview -ย 
LKA Staffing is seeking an experienced Proposal & Capture Specialist to support the identification, evaluation, capture, and development of federal, state, and local government contracting opportunities.
This part-time role will focus on reviewing solicitations from eMMA, SAM.gov, Maryland procurement portals, WSSC, and other relevant government and supplier portals; conducting bid/no-bid analyses; supporting proposal development; identifying teaming and subcontracting opportunities; and helping LKA build a repeatable government-contracting process.
The ideal candidate has hands-on experience with government proposals, capture management, procurement compliance, teaming arrangements, and small-business government contracting.

Key Responsibilities -
Monitor and review solicitation opportunities from eMMA, SAM.gov, Maryland procurement portals, WSSC, and other relevant local, state, federal, and supplier portals.
Conduct an initial review of each opportunity and recommend one of the following actions:
Bid
Team/Subcontract
Monitor
No-Bid
Develop a practical bid/no-bid process for LKA Staffing based on scope, qualifications, certifications, contract size, staffing capacity, past performance, competition, timelines, and probability of win.
Review solicitation documents, amendments, instructions, evaluation criteria, required certifications, insurance requirements, staffing requirements, pricing requirements, and submission deadlines.
Create compliance matrices, proposal outlines, task lists, submission calendars, and document checklists.
Assist with proposal writing, editing, formatting, and assembly, including executive summaries, technical approaches, staffing plans, recruiting approaches, past performance narratives, resumes, and capability statements.
Identify prime contractors, subcontracting opportunities, teaming partners, and small-business participation opportunities.
Support teaming outreach, nondisclosure agreements, teaming agreements, and opportunity-specific documentation.
Maintain an opportunity tracker with solicitation details, deadlines, bid/no-bid status, required actions, partners, and submission progress.
Help establish reusable proposal content, including past performance, company overview, certifications, standard narratives, staffing methodologies, resumes, and capability materials.
Review LKAโ€™s government-market positioning, NAICS codes, certifications, registrations, and bid-matching keywords.
Coordinate with LKA leadership to ensure all submissions are accurate, compliant, and submitted on time.

Experience reviewing RFPs, RFQs, RFIs, task orders, sources sought notices, and other solicitations.
Strong understanding of bid/no-bid decision-making, proposal compliance, proposal schedules, and submission requirements.
Experience with federal, state, or local procurement portals, including SAM.gov and state procurement systems.
Strong writing, editing, organization, and document-management skills.
Ability to work independently, manage multiple deadlines, and communicate recommendations clearly.
High level of discretion and professionalism when handling confidential client, partner, and company information.

Experience working with Maryland eMMA, Maryland MBE/SBE programs, WSSC, local government procurement portals, or Maryland public-sector contracting.
Experience supporting small businesses, minority-owned businesses, woman-owned businesses, or professional-services firms.
Familiarity with staffing, recruiting, workforce augmentation, IT services, technical services, or government contracting.
Experience with teaming agreements, subcontracting plans, capability statements, and past-performance development.
Familiarity with NAICS codes, UEI, SAM registration, CAGE codes, supplier registrations, and small-business certifications.

Initial Deliverables -ย 
During the first 60โ€“90 days, the Proposal & Capture Specialist will be expected to:
Review and organize LKAโ€™s current registrations, certifications, capability statement, past performance, and reusable proposal documents.
Establish a centralized opportunity tracker and solicitation calendar.
Audit eMMA, SAM.gov, and relevant procurement alerts to ensure LKA is receiving appropriate opportunities.
Develop a bid/no-bid checklist and recommendation format.
Review active opportunities and provide written recommendations.
Build proposal templates, compliance matrices, and a reusable proposal-content library.
Identify potential teaming and subcontracting partners aligned with LKAโ€™s staffing and technical recruiting capabilities.

Engagement Terms -ย 
Part-time independent contractor role.
Approximately 10โ€“15 hours per week initially, with flexibility based on active opportunities and proposal deadlines.
Compensation may be structured as hourly, project-based, or a monthly retainer.
This role does not have the authority to commit LKA to a bid, pricing, teaming agreement, or contract without written approval from LKA leadership.
