We unite a powerhouse of agencies with best-in-class capabilities to help federal and state government clients solve complex challenges through research, strategic communications, performance marketing, and digital transformation.


We’re looking for a high-impact Capture Manager to join our team and lead strategic federal pursuits—specifically supporting opportunities from Teaming Agreement through RFP release, with a laser focus on readiness, positioning, and winning.


The Capture Manager will be responsible for driving disciplined capture efforts across high-value federal opportunities ($250M+), working closely with our network of agencies, business development leads, solution architects, teaming partners, and proposal managers to ensure we are positioned to win. This is a highly strategic and collaborative role requiring strong leadership, exceptional communication skills, and deep experience navigating the federal procurement lifecycle.


  • Drive Momentum: Maintain a regular cadence of capture meetings, ensuring accountability, progress tracking, and alignment with key milestones leading up to RFP release.
  • Opportunity Positioning: Shape how Stagwell Government is perceived by the customer and teaming partners through strategic messaging, targeted engagement plans, and early solutioning.
  • Research & Intelligence Gathering: Conduct deep-dive research into target agencies, procurement trends, incumbent performance, and competitor positioning to inform strategy and decision-making throughout the capture lifecycle.
  • Win Strategy: Develop and refine compelling, competitive win strategies—including customer hot buttons, discriminator development, and competitor analysis.
  • Solution Shaping: Collaborate with internal experts and partners to craft preliminary technical, management, and staffing solutions that align with customer needs and acquisition strategy.
  • Proposal Readiness: Own pre-RFP readiness by driving compliance matrix development, draft outline creation, annotated outlines, and proposal resourcing planning.
  • Teaming Support: Support partner alignment, roles/responsibilities, and lead collaborative development of capture artifacts post-Teaming Agreement through RFP.
  • Proposal Support: Assist or lead proposal development efforts when needed.

  • Experience in federal capture management, preferably with proposals exceeding $250M in total contract value.
  • Demonstrated success supporting full-lifecycle pursuits.
  • Deep knowledge of the federal acquisition lifecycle and government contracting best practices.
  • Proven ability to lead cross-functional teams under tight deadlines.
  • Strong written and verbal communication skills; persuasive and analytical.
  • Experience working with business development, proposal, and delivery teams in a collaborative, fast-paced environment.
  • Proposal management experience or certification (APMP or equivalent) strongly preferred.

In order to comply with equal pay and salary transparency laws in various locations, we believe the target range of base compensation for this role is $100,000 - $130,000. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and location.
