The Project Controls Analyst II reports to the Manager, Cost Controls, and is responsible for supporting capital projects budget, cost, funding, and finance controls for the Peninsula Corridor Joint Powers Board (Caltrain)
Essential Functions & Duties
  • Monitor and track actual costs against budgeted figures. Forecast future spending based on current trends, analyze trends to identify budget and funding gaps, and activate and track project funding sources.
  • Perform soft cost estimations and develop detailed soft cost estimates during all project phases from feasibility to completion in close coordination with the Project Manager.
  • Managing and tracking contingency budget and drawdown. Prepare project Status Reports. Works closely with project teams, internal stakeholders using district financial systems.
  • Assist in the development and updating of process documentation including procedures, instructions, and training material.
  • Works collaboratively with cross functional teams within Caltrain, shared services as required.
Examples of Essential Duties:
  • Responsible for developing, managing, and updating soft cost estimates, project funding, cost control and budgeting for small to medium sized projects of limited complexity.
  • Track labor-hours allocated to a project, verify invoices, and manage change events that impact the budget.
  • Support project teams, managers, and Project Controls in resolving issues related to schedule, cost, budget, funding, and others.
  • Assist internal stakeholders, including Grants and Fund Management, Budget and Contracts and Procurement with securing funding by processing budget transfers, coordinating project invoices and schedules with contractors.
  • Develop status reports and presentation materials for internal and external stakeholders.
  • Responsible for processing progress payments, and tracking contract changes and procurement requisitions.
  • Support project teams in assessing cost implications of design or scope changes
  • Performs all job duties and responsibilities in a safe manner to protect one's self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.

Minimum Qualifications
  • Bachelor's degree in construction, Engineering, Finance, or related fields.
  • Two years of professional full-time experience in project controls of capital or construction projects.
PREFERRED QUALIFICATIONS:
  • Experience in cost engineering and schedule management.
  • Experience using PeopleSoft preferred
  • Microsoft Office 365, Advanced knowledge in the use of Excel
  • Experience in Risk and Contingency Management.
  • Project Management Professional (PMP), Certified Scheduling Professional (PMI-SP) or Certified Cost Professional (CCP) certifications.
  • Effective written and orally communication skills.
  • Knowledge of Primavera6
