ITS HSC Mainframe Application Development

The ITS Human Services Cluster (HSC) performs application program development, maintenance, and enhancement activities for the various information technology systems that support the business of a number of State agencies, including Office of Temporary and Disability Assistance (OTDA), the Office of Children and Family Services (OCFS) and the Department of Labor (DOL). OTDA, OCFS and DOL are responsible for supervising the administration of human services programs provided under various Federal and State sponsored programs in a federated approach to deliver integrated human services in multiple systems. Many of these applications are within a mainframe environment utilizing COBOL technology. These systems include, among others, the Welfare Management System (WMS), Benefit Issuance Control System (BICS), NYC Payments System, Child Support Management System (CSMS), Client Notices System (CNS) and systems that support the administration of Unemployment Insurance.

Daily Tasks will include but are not limited to the following:

  • Provide general system design, application programming, unit and integration testing of developed programs and documentation of those efforts.
  • Programming tasks may include complete unit routines or functional routines that make up discrete parts of functional units.
  • Programming will utilize structured COBOL.
Qualifications

Minimum Requirement:

  • You must be a Senior COBOL Developer with documented employment experience of 5-7 years.
  • You must have experience with analysis, design, coding, component and assembly testing of all application code owned by the Application Team- Maintenance (including production support), enhancement and development work- Write application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions.
  • You must be able to work without assistance and can provide leadership for others; may have advanced education.

Requested Desirable Qualifications:

  • 5 years experience working directly with COBOL 74 and/or 85 programming on Unisys 2200 series or ClearPath mainframes.
  • 5 years months experience with system analysis and design, programming and unit and integrated testing on Unisys 2200 series or Clear Path mainframes.
  • 5 years months experience utilizing Unisys ECL and DMS 2200/RDMS.
  • 5 years months experience monitoring production work and performing error diagnostic/debugging activities in a mainframe environment.
  • 5 years months experience creating and maintaining documentation related to designing, programming, and testing in a mainframe environment.
