Job description
MIC3 (Military Interstate Children's Compact Commission) provides for the uniform treatment of military children transferring between school districts and states. The Compact addresses key educational transition issues encountered by military families including enrollment, placement, attendance, eligibility and graduation. JOB SUMMARY
Provide executive-level support and assistance to the Executive Director in the development and implementation of organizational governance, policies, procedures, and priorities. Assists with strategic plan development and implementation; overall organizational budget development and financial management; program development and project management. Interface and support the Executive Board. Supervises support staff as directed.
Provide national regulatory interstate agency policy and program coordination support. This position is responsible for assisting with the management of commission activities, which includes conducting congressional, federal, and state-level intergovernmental relations and advocacy.
JOB RESPONSIBILITIES
- Plans, coordinates and supervises programs, operations and functions of the Commission.
- In service to an assigned committee, draft correspondence, including agendas, meeting announcements, travel policies and other pertinent information, and disseminates to meeting attendees and Commissioners.
- Advises the Executive Director in staff meetings, with state and federal agencies, legislative members, local officials and the general public.
- Under the direction of the Executive Director, acts as a liaison with other partners, agencies, organizations, and CSG staff on all matters relating to programs administered by commission.
- Reviews, analyzes, writes and monitors correspondence originating from the office of the Executive Director for accuracy and conformity with policies and procedures.
- Provides technical assistance to all members on matters dealing with the administration of all operational regulations, policies and procedures.
- Conducts, monitors and interprets research projects or special studies as requested by Executive Director.
- Analyzes and interprets financial and programmatic data as it relates to policy development.
- Participates in the preparation and review of fiscal year budget documents.
- Reviews programs and management issues that cross organizational lines and makes a recommendation or reports to the Executive Director.
- Provides administrative policy support to comply with the compact regulations and rules.
- Assist with conducting congressional, federal, state, and intergovernmental policy reviews.
- Prepare congressional/legislative testimony and comments on federal/state rulemaking and policy development on behalf of commission or state.
- Develops position papers and recommendations for action as appropriate.
- Design, develop, implement, and maintain MIC3 training programs, modules, and materials.
- Manage and track training registrations and attendance; deliver and measure training programs on-line and in person; maintain training materials, curriculums, publications, and website content; create and develop training materials, manuals, presentations and reports; develop and distribute training bulletins.
- Look for innovative ways to improve and training opportunities through research and customer feedback (via online surveys, data collection, etc.)

EXPERIENCE AND EDUCATION
- Bachelor's Degree required, master's degree preferred. Equivalent experience considered.
- At least six (6) years of work experience in one of the following fields: federal or state government or regulatory agency, governmental relations, and/or policy development.
- At least two years of managerial experience including budget management.
COMPENSATION
The salary range for this position, based in Lexington, KY, is $70,000 to $90,000. This salary range is subject to change based on work location and market conditions.
