What is a Programme Manager?

A Programme Manager is a professional responsible for overseeing multiple related projects within an organization, ensuring they align with business objectives and deliver value. They coordinate project managers, manage resources, and communicate with stakeholders to ensure successful program delivery. Unlike project managers who focus on individual projects, programme managers maintain a big-picture view, managing interdependencies and risks across projects. Their work is essential in achieving strategic goals and driving organizational change.

What is the difference between Programme Manager vs Project Manager?

AspectProgramme ManagerProject Manager
Primary FocusOversees multiple related projects to achieve strategic objectivesManages individual projects to deliver specific outputs
ScopeBroader, long-term initiativesSpecific, short-term deliverables
ResponsibilitiesAligns projects with organizational goals, manages interdependenciesPlans, executes, and closes projects within scope, time, and budget
CredentialsOften PMP or PgMP, relevant experience in program managementPMP or similar project management certifications

While both roles require strong project management skills and certifications like PMP, a Programme Manager focuses on coordinating multiple related projects to achieve strategic business objectives, whereas a Project Manager concentrates on delivering specific project outputs within defined constraints.

How does a Programme Manager typically balance multiple projects and ensure effective communication among project teams?

A Programme Manager often oversees several related projects simultaneously, which requires strong organizational and communication skills. They manage interdependencies and allocate resources while regularly coordinating with project managers, stakeholders, and cross-functional teams to align goals and timelines. Effective Programme Managers establish regular check-ins, use collaborative tools, and create transparent reporting structures to keep everyone informed and address issues proactively. This approach helps prevent bottlenecks and ensures that programme objectives are met efficiently.

What are the key skills and qualifications needed to thrive as a Programme Manager, and why are they important?

To thrive as a Programme Manager, you need expertise in project management, strategic planning, and stakeholder coordination, often supported by a relevant degree and certifications like PMP or PRINCE2. Familiarity with project management tools such as Microsoft Project, Jira, or Asana and experience with budgeting and resource allocation systems are typically required. Exceptional communication, leadership, and problem-solving skills help Programme Managers navigate complex projects and motivate cross-functional teams. These competencies ensure programmes are delivered on time, within scope and budget, and aligned with organizational goals.

Our space program is core to this mission. We are building and operating a weather observation constellation powered by internally developed softwaredefined radars - transforming how atmospheric data is captured and used worldwide.

We're looking for aย Program Manager.ย The mission of this role is to lead endtoend program execution for Tomorrow.io's satellite constellation and internally developed softwaredefined radar production programs. This includes managing cost, schedule, technical performance, risk, and supplier relationships to ensure reliable delivery and longterm operational success. You will help maintain a fully operational, highperforming weather observation constellation that advances Tomorrow.io's global impact.

You will proactively manage risks, dependencies, suppliers, and technical tradeoffs to meet cost and schedule commitments while maintaining performance standards. Success in this role means predictable program execution, strong crossfunctional alignment, transparent communication with leadership, and continuous improvement of operational metrics across development and production lifecycles.

What You Bring:
  • 2-4+ years of experience leading complex technical programs, ideally in aerospace, satellite systems, radar technologies, or other hardware-integrated environments.
  • Proven ability to execute programs end-to-end across development, production, launch readiness, and deployment phases.
  • Strong cost, schedule, and risk management experience, KPI tracking, and performance reporting.
  • Experience managing suppliers and contracts within aerospace or advanced manufacturing ecosystems.
  • Solid systems integration understanding across hardware, software, and space operations, including familiarity with satellite lifecycle management (AIT, launch integration, constellation ops).
  • Proficiency with program management tools (MS Project, Jira, Confluence, ERP systems) and awareness of cloud-based systems integration (AWS/GCP preferred).
  • Builds trust and accountability across cross-functional teams.
  • Leads through influence in matrixed environments and facilitates solution-oriented dialogue.
  • Communicates clearly and transparently with both technical teams and executive leadership.
  • Demonstrates resilience and adaptability in dynamic, high-stakes environments.
  • Collaborates effectively across engineering, supply chain, operations, and leadership to drive predictable outcomes.
What You'll Do
  • Lead end-to-end program execution for Tomorrow.io's satellite constellation and internally developed software-defined radar production programs.
  • Establish and drive integrated program plans spanning spacecraft and payload development, production, launch readiness, and constellation sustainment.
  • Proactively manage risks, dependencies, suppliers, and technical trade-offs to meet cost, schedule, and performance commitments.
  • Monitor and improve operational metrics across development and production lifecycles to ensure predictable, high-quality execution.
  • Align cross-functional teams around program objectives, ensuring strong collaboration and transparent communication with leadership.
  • Contribute directly to maintaining a high-performing weather observation constellation and scaling the world's most impactful weather intelligence platform.
